ABOUT MERRI-BEK AFFORDABLE HOUSING

Merri-bek Affordable Housing Ltd (MAH) was established by Merri-bek City Council (MCC) in 2018 to facilitate the delivery of social and affordable housing in the City of Merri-bek.[1] It is a key initiative under the Merri-bek Affordable Housing Strategy.

The purposes of MAH are to:

  • Work with MCC, state and federal governments, and registered housing associations to facilitate development of new affordable accommodation in the City of Merri-bek.
  • Take council, state or privately owned land and facilitate development of affordable housing in partnership with the community/affordable housing sector.
  • Advocate for affordable housing to the general public and to government.

MAH is funded by MCC for an initial period until MAH can become financially self-sufficient.

MAH acts as a land broker to facilitate the development of quality affordable housing by collaborating with housing associations and other agencies. MAH does initial project scoping and feasibility assessments with advice from architects, planners and others experts before proceeding with a project.

The MAH Board has 7 volunteer directors, some appointed by MCC and the others recruited directly by the board. Directors bring substantial experience and expertise in building design and development, planning, affordable housing policy and financing.

THE ROLE

The Executive Officer is employed by the MAH Board to:

  • work with the MAH Board to achieve its objectives and provide advice on policies, risk and compliance 
  • plan for and manage MAH’s financial sustainability by structuring projects to generate funds to sustain MAH operations
  • secure access to land for affordable housing projects
  • develop objectives for affordable housing projects and co-ordinate site feasibilities and assessments, preferred ownership structures and delivery strategies
  • identify preferred project development partners to deliver projects
  • maintain constructive working relationships with MCC and the Victorian and Australian governments
  • prepare reports, business plans and budgets required by the board, MCC and other stakeholders
  • provide Company Secretariat and administrative support for the board (these services maybe provided by a contracted provider) such as maintain company accounts, lodge BAS statements and other compliance activities.

ABOUT THE APPLICANT

You understand housing affordability in Australia, and preferably know the roles of government and affordable housing providers in delivering affordable housing in Australia.

Desirable attributes include:

  • capability and experience in structuring and facilitating the delivery of major projects
  • strong project planning and management skills and a keen focus on delivering outcomes
  • demonstrated understanding and expertise in financial management, project budgets and finance models for social and affordable housing
  • demonstrated ability to maintain effective relationships and influence key stakeholders in government, community housing and development sectors
  • experience working with and supporting boards.

You are self-motivated, resilient, someone who enjoys working through ambiguity and solving issues as they arise. You are comfortable working independently and able to manage a broad scope of work ranging from high level advocacy and project conceptualisation to administrative tasks.

You have qualifications and experience in a relevant area such as planning, urban design, property development, law, engineering or similar.
