SeeBeyondBorders (SBBA) is an Australian-accredited, UNESCO award-winning education charity working to improve learning outcomes in Cambodia by strengthening the quality of teaching and school leadership. Through our Transform Education Program, we partner with government, schools and communities to build teachers’ skills, confidence and professional identity, creating lasting system-wide change.
Cambodia currently ranks among the lowest globally for student learning outcomes, with many children not reaching minimum proficiency in literacy and numeracy. Our work addresses this challenge by supporting teachers and school leaders with practical training, mentoring and resources, helping to deliver measurable improvements in student learning.
SBBA is a member of the SeeBeyondBorders Alliance, which includes affiliated fundraising entities in Ireland and the United Kingdom, and works in close partnership with our Cambodian implementing partner (SBBC).
About the Role
Reporting to the CEO Australia, the CFO provides overall financial leadership of SeeBeyondBorders Australia, including the Australian entity and its Cambodian branch from an Australian statutory, donor and governance perspective. The CFO also acts as Company Secretary, supporting the Board and the Finance, Audit & Risk Committee.
The CFO works in close partnership with the SBBA Chief Compliance Officer (Cambodia), who maintains day-to-day financial oversight of our Cambodian Branch, and compliance oversight of our implementing partner SBBC, and coordinates with the SBB Alliance.
Key Responsibilities
Financial Leadership & Strategy
- Act as trusted financial advisor to the CEO, Board and Leadership Team.
- Lead annual and multi-year budgeting, forecasting and financial planning for SBBA (including its Cambodia branch).
- Deliver accurate, timely and insightful monthly, quarterly and annual financial reporting to management and the Board.
- Manage cash flow, reserves and the movement of funds between SBBA entities, ensuring Cambodia operations are aware of restricted income transferred.
- Track the flow of restricted funds and work with Fundraising, Cambodia-based finance staff, and implementing Partner to ensure adherence to donor funding terms.
- Oversee transaction processing including payroll, payments and receipts.
- Provide ad hoc financial analysis and decision-support as required.
- Act as a proactive member of the SBBA Leadership Team.
Governance, Company Secretary & Statutory Compliance
- Perform the duties of Company Secretary for SBBA, including maintaining the corporate register, minutes, resolutions and statutory filings.
- Coordinate quarterly Board meetings and act as Secretary to the Finance, Audit & Risk Committee (FAR).
- Ensure compliance with the Corporations Act, ACNC Governance Standards, ATO requirements, ACFID Code of Conduct, and DFAT / ANCP accreditation obligations.
- Prepare and oversee statutory financial statements and manage the external audit process.
- Liaise with ACNC, ATO, ACFID, DFAT/ANCP and other regulators as required.
- Lead for SBBA on any investigations or suspected financial irregularities in line with DFAT requirements
- Maintain appropriate financial policies, procedures and delegations of authority to meet donor, legislative and internal control requirements.
Risk, Systems & Internal Control
- Maintain and continuously improve financial systems and internal controls across SBBA.
- Own the financial risk framework, including controls addressing fraud, corruption, financing of terrorism, purchasing and delegation of authorities.
- Coordinate internal and external audits and ensure timely remediation of findings.
- Lead digital / systems improvement initiatives for finance (accounting platform, payroll, expense management, reporting).
Cambodia Branch & Implementing Partner Coordination
- Provide Australian-side financial oversight of the SBBA Cambodia branch, working in partnership with the Chief Compliance Officer (Cambodia) who maintains local oversight.
- Review consolidated financial reporting, budgets and donor compliance for the Cambodia branch.
- Contribute to the strengthening of financial systems, controls and capability across SBBA and the implementing partner (SBBC).
- Ensure Cambodia-originating financial information meets Australian statutory, ACNC and DFAT/ANCP reporting standards.
Fundraising & Donor Support
- Support Fundraising with donor financial reporting, grant acquittals and funding applications.
- Provide financial input to major grant proposals and institutional funding bids.
About You
You are an experienced finance leader looking for a flexible, purpose-driven role where you can make a meaningful contribution.
You bring:
- Senior financial leadership experience at CFO, Financial Controller or equivalent level.
- CA, CPA or equivalent professional qualification.
- Strong governance, statutory compliance and external audit experience.
- Demonstrated Company Secretary experience, or a clear willingness and capability to hold the role.
- Excellent stakeholder engagement skills — Board, Committee, regulators, donors and international colleagues.
- A practical, hands-on approach suited to a small organisation where leaders are also operators.
Highly regarded:
- Experience in not-for-profit, charity or international development sectors.
- Familiarity with ACNC, ACFID, DFAT / ANCP frameworks.
- Experience working across international or multi-entity organisations.
- Exposure to foreign-currency operations and Cambodia / South-East Asia a bonus.
