About the opportunity

The position is offered as a Short Term Adviser for a fixed contract period, starting ASAP until 15 March 2023.

This role requires travel into Tarawa Kiribati, with additional home-based inputs. 

Introduction

The Kiribati Facility is a key investment of the Australian government in Kiribati and oversees the implementation of the Skills for Employment Program (SfEP). The SfEP supports the development of a capable, qualified and mobile I-Kiribati workforce, and consolidates progress already made through past investments in skills development in Kiribati. SfEP focuses on developing Kiribati Institute of Technology as a quality-assured training provider catering for domestic, regional and international labour markets and improving the management and coordination of the skills and employment sector in Kiribati.

Purpose of the position and responsibilities

The Inclusion and Equity Adviser is responsible for providing support, tools and guidance for mainstreaming gender equality and women’s empowerment with SfEP and KIT. The Adviser will ensure that the program maintains the commitment of both the Government of Australia and the Government of Kiribati to support access opportunities for training at KIT and employment support through the Employment Support Services to women and people from marginalised groups. The adviser will lead ongoing gender equality analysis to inform decision making and ensure gender and social inclusion are core elements of program activity.

Key duties include

  • Provide technical support and advice to the Team Leader and KIT staff on program design to ensure that gender equality and women’s empowerment are systematically addressed in all aspects of Kiribati Facility and KIT.
  • Lead the review and implementation of the Gender Equality and Women’s Empowerment that outlines how the program will engage the community and non-government sectors in providing support to women and people with special needs to assist in their course of study at KIT. As part of this strategy, the Adviser will engage with community and church groups to develop strategies to recruit from marginalised groups.
  • Ensure the Gender Equality and Women’s Empowerment develops processes to operationalise gender and inclusion policies. In doing so, ensure the following principles apply to program planning and implementation:
    • Kiribati Facility personnel and consultants must understand the importance of and have the capacity to address gender equality.
    • The program must promote gender equality, and the importance of gender equality for Kiribati Facility activities, through communication to a wider audience.
    • The needs and priorities of women as well as those of men must be identified and addressed in Kiribati Facility training and employment support activities.
    • All information and communication undertaken as part of Kiribati Facility activities must indicate that opportunities are open to both women and men.
    • The program is committed to building the knowledge, understanding and practical capacity of both women and men, in traditional and non-traditional roles by giving equal opportunity for their participation, including in leadership roles.
    • SfEP will provide and promote equal opportunities for women to participate in SfEP committees, planning groups, and course review activities.
  • Work with the Team Leader to set targets to increase equity and expanded access for 16-24 year old women and men disadvantaged students.
  • Develop and deliver an induction program to all program and KIT staff to ensure they understand the role of gender and social inclusion and responsibilities of KIT program staff to promote empowerment of women and girls.
  • Identify and forge links with strategic partners in KIT that can enhance the impact of KIT’s gender equality programming.
  • Work with the Monitoring and Evaluation Adviser to ensure gender sensitive data collection across program activities, ensuring that data are collected in a form which can be readily analysed to inform planning, analysis and reporting of gender impacts.
  • Provide advice to Team Leader and KIT Executive team and facilitate ongoing analysis of the effectiveness of Kiribati Facility interventions in terms of gender equality and women’s empowerment.
  • Support the Team Leader in preparing the Kiribati Facility Annual Plans, Six Monthly Progress Reports and Annual Reports.
