About the Opportunity

The Chief Information Officer (CIO) is responsible for leading the strategic direction, governance, transformation and operational delivery of the organisation’s digital, data and technology capability. This executive role will drive the next phase of NT PHN’s digital maturity, positioning the organisation as a leader in data-enabled primary health care, digital innovation and connected systems across the Northern Territory.

Leading multidisciplinary functions across Digital Transformation, Enterprise Information Management, Cyber Security, Data Governance, ICT Operations and Digital Health Initiatives, the CIO will play a pivotal role in modernising the organisation’s digital ecosystem, uplifting capability and embedding a contemporary, insights-driven and digitally connected culture.

The CIO will champion reform and innovation across both internal enterprise systems and externally facing digital health initiatives, ensuring technology and data are leveraged to improve organisational performance, strengthen commissioning capability, support strategic decision-making and deliver better health outcomes for communities.

As the organisation’s principal data and digital leader, the CIO acts as custodian of NT PHN’s digital and information assets, ensuring strong governance, stewardship, security and ethical use of data while fostering innovation, interoperability and future-focused service delivery.

The role will work closely with executive leadership and key partners to establish NT PHN as a recognised leader in digital health, data intelligence and contemporary system design within the primary health sector.

About You

If you are motivated and passionate about improving health outcomes in the Northern Territory. To be successful in this role, you will have to:

• Develop and lead NT PHN’s enterprise digital, technology and cybersecurity strategy, including delivery of a multi-year roadmap aligned to organisational priorities, service delivery outcomes and risk appetite.
• Provide strategic advice to the CEO, Senior Executive Leadership Team and Board on technology, cyber security, digital transformation, data capability, emerging risks and investment priorities.
• Lead the development and integration of enterprise data, analytics and business intelligence capabilities to translate organisational and service provider data into actionable insights that support healthcare planning, performance reporting, commissioning, service improvement and evidence-based decision-making.
• Establish and maintain effective enterprise technology governance and assurance frameworks, including ISO 27001 ISMS oversight, cyber security governance, risk management, architecture, policies, standards and continuous improvement.
• Lead organisational cyber security preparedness and response, including incident management, crisis coordination, third-party security assurance, resilience planning and post-incident review.
• Embed a strong organisational cyber security and digital culture through executive leadership, awareness initiatives, capability uplift and change management aligned to organisational and ISO 27001 requirements.
• Oversee secure, reliable and contemporary ICT service delivery across cloud and on-premises environments, ensuring resilience, business continuity and disaster recovery capability for critical systems and services.
• Lead enterprise technology investment planning, budgeting, procurement and vendor management to ensure strategic alignment, value for money and effective performance of managed service providers and partners.
• Lead the delivery of enterprise digital, data and technology transformation initiatives through effective program governance, project delivery and organisational change leadership.
• Provide strategic oversight to ensure the organisation’s data, digital and governance foundations are mature enough to safely and responsibly adopt emerging technologies, such as Artificial Intelligence (AI)
• Lead and develop a high-performing internal technology and digital team, fostering accountability, innovation, collaboration and continuous capability uplift across the organisation.
• Represent NT PHN as a senior digital, technology and cyber security leader within the Northern Territory health sector and national PHN environment, contributing to strategic partnerships, sector collaboration and system-wide digital resilience.
