Request for Quote (RFQ) - Development of Program Logic and Indicators for the Kairos Ripple Model

Background

Kairos Community College is a Special Assistance School (SAS) located in Queensland with campuses in Deception Bay, Caloundra and Nambour. It caters to young people who have disengaged from mainstream schooling by offering a trauma-informed, relationship-based learning environment.

Kairos has developed an in-house framework called the Ripple Model, which is core to its pedagogy and student engagement philosophy.

The model is designed around three interlinked layers:

  1. Wellbeing of Mind: creating psychological safety and holistic support.
  2. Social Relationships & Community: building a sense of belonging and peer/adult trust.
  3. Academic Outcomes: supporting all students to complete their QCE and re-engage with lifelong learning.

While the model has strong theoretical underpinnings and has been implemented successfully in practice, it has not yet been articulated into a formal program logic model or accompanied by a set of indicators. This work is necessary to support understanding, evaluation, and replication of the model.

Request

Kairos Community College invites proposals from suitably qualified consultants or organisations to:

Develop a Program Logic Model for the Ripple Model that:

  • Clarifies the underlying theory of change.
  • Identifies the key inputs, activities, outputs, outcomes, and intended impacts.
  • Establishes the links and assumptions between the three domains of the model.
  • Produces a clear visual logic model supported by a concise narrative.

Develop a Set of Indicators aligned to the program logic that:

  • Defines short, medium, and long-term outcome indicators for each domain.
  • Identifies appropriate data sources, frequency of measurement, and methods of collection.
  • Considers both qualitative and quantitative indicators.
  • Proposes how the indicators can be integrated into ongoing monitoring and reflection.

Deliver Recommendations that:

  • Suggests strategies for embedding the program logic and indicators into daily practice.
  • Highlights any limitations, risks, or data gaps to be addressed.
  • Outlines considerations for replicating the Ripple Model in other schools or contexts.

Deliverables

Program Logic Model

  • A visual diagram of the logic model.
  • Written narrative detailing the theory of change, assumptions, and pathway of influence.

Indicators Framework

  • A structured table of indicators mapped to the logic model.
  • Description of data sources, measurement methods, and feasibility for use in practice.
  • Alignment with key school objectives and existing reporting where possible.

Final Report and Recommendations

  • Summary of process undertaken, rationale, and methodology.
  • Recommendations for implementation and next steps.
  • Optional appendix: editable templates or tools for future use.

Timeframe

Work is expected to commence in May 2026 with completion of deliverables within six weeks, or can be negotiated with a suitable candidate. Specific milestones will be negotiated with the successful contractor.

Budget

The proposed budget should clearly itemise:

  • Daily rates for each team member.
  • Estimated number of days for each component (e.g. stakeholder engagement, model development, indicator design, reporting).
  • Any additional costs (e.g. consultation workshops, travel if relevant).
  • GST and total cost.

Kairos is seeking a balance of quality and value for money. Budgets should reflect the level of expertise, complexity of the task, and ability to deliver a practical and usable framework for an education setting.

Key Selection Criteria

  • Demonstrated experience in program logic development and evaluation design.
  • Understanding of trauma-informed education, special assistance schooling or alternative education settings.
  • Experience developing frameworks that are accessible and usable by practitioners.
  • Capacity to deliver high-quality work within a short time frame.
  • Value for money.

Proposal Requirements

Proposals should include:

  • Overview of approach/methodology.
  • Names and experience of key personnel.
  • Timeframe and budget (including daily rates and estimated total).
  • Two relevant referees.
