Tjiwarl (Aboriginal Corporation) RNTBC (Tjiwarl AC) is a purpose-driven, not-for-profit organisation. It aims to deliver long-term, positive outcomes for Aboriginal people that are members of the Corporation. Priorities include health, education, employment and training, small business development, land management, law and culture, and protecting native title.
The Role
The primary objectives of this position are to:
Be responsible for establishing, implementing, and managing Tjiwarl Aboriginal Corporation’s (TAC) Training and Employment Hub. This role is focused on building an implementing the frameworks, systems and partnerships that make the Hub a sustainable, long-term part of TAC’s core business.
The Manager will develop relationships with key stakeholders including industry, employers, training providers and government, while creating programs and processes that enable Tjiwarl members to access meaningful education, training, and employment pathways.
The Duties
Duties and responsibilities include, but are not limited to:
1. Strategic Development & Sustainability
- Design and implement the Training and Employment Hub framework, policies and processes.
- Embed training and employment initiatives into TAC’s core operations.
- Develop sustainable funding, compliance, and reporting systems.
2. Stakeholder Partnerships
- Establish and maintain strong relationships with RTOs, employers, government agencies and community organisations.
- Negotiate partnerships and agreements that create long-term training and employment opportunities for Tjiwarl members.
- Act as TAC’s lead representative in external forums, industry groups and government initiatives relating to workforce development.
3. Program Framework Design
- Develop and oversee frameworks for job-readiness, training delivery and employment pathways.
- Design systems for career planning, mentoring, and post-placement support that can be delivered by TAC staff or partners.
- Ensure all programs are culturally appropriate, community-driven and aligned with employer needs.
4. Employer Engagement Model
- Establish structured processes for employer engagement, job matching and workforce development.
- Create a framework for building a pipeline of employment opportunities linked to TAC and Tjiwarl Contracting Services, local industry, particularly mining and contracting companies that are active on Tjiwarl country and engaged with TAC
- Develop marketing and communication strategies to promote Tjiwarl members as a skilled and reliable workforce.
5. Operational Delivery & Oversight
- Lead day-to-day operations of the Training and Employment Hub, ensuring programs run effectively and achieve outcomes.
- Manage staff, contractors and stakeholders supporting employment and training activities.
- Provide direct support to members and employers where necessary, particularly in the early stages of the Hub’s development.
- Ensure continuous improvement by reviewing delivery processes and incorporating feedback from members and partners.
6. Monitoring, Evaluation & Reporting
- Design monitoring and evaluation systems to track outcomes, measure impact and identify areas for improvement.
- Establish reporting templates and processes for internal governance, external stakeholders and funding bodies.
- Provide strategic advice to TAC leadership on labour market trends and opportunities for Tjiwarl members.
7. Policy & Strategy
- Lead the development of employment and training policies within TAC
- Ensure all activities align with TAC’s strategic goals, cultural values and best- practice workforce development approaches.
Selection Criteria
Essential:
- Directly related management expertise in training and employment services gained through either 5 years of equivalent-level work experience with comparable institution or completion of Bachelor’s degree in a relevant field.
- Work experience that can be demonstrated to be applicable to the duties listed on the job description required.
- Knowledge of labour market trends, VET systems and employment legislation.
- Demonstrated ability to adhere to budget, providing cost estimating, and implementing fiscal management principles and procedures.
- Strong interpersonal and communication skills and the ability to work professionally and effectively with a wide range of constituencies in a diverse community.
- Skilled in evaluating and revising employment policy and procedures in response to change.
- Ability to communicate effectively orally and in writing with administration, staff, volunteers, clients, and external individuals and entities.
- Ability to maintain strict confidentiality.
- Ability to travel in regional and remote areas of the Goldfields.
Desirable:
- Previous experience working with Aboriginal people.
- An understanding of the cultural, social and economic circumstances of Aboriginal people and remote communities.
- Experience working with employers, training institutions and trainees.
Licenses & Accreditations:
- Class ‘C’ Drivers Licence
- Appointment subject to a National Police Clearance

A competitive salary will be negotiated based on skills and experience. The role is based in Kewdale, with occasional overnight travel to the northern Goldfields.
