About the Role 

The Program Manager will help deliver a community energy project, which supports residents, business owners, community groups and local partners (‘participants’) to take practical steps towards electrification of their home or business, improve thermal comfort and lower energy bills.  

The role involves connecting participants to a Home Energy Concierge service (‘HECS’) via the EnergyZE website and from community outreach activities run by EnergyZE. The HECS will support people to assess their home or business place’s energy efficiency, understand government support and rebates, and identify practical electrification pathways on a case-by-case basis. This support will provide participants with the confidence to implement energy upgrades. 

The Program Manager will play a key role in monitoring, evaluating and reporting on HECS’ performance and participant engagement. Working closely with local partners and the Steering Committee you will help ensure the CEP achieves its objectives and delivers measurable community outcomes within agreed timelines and budget. Success will depend on building trust in both HECS and EnergyZE’s community activities.  

This role may evolve over time in consultation with the Steering Committee as project priorities and community needs develop. 

Key Responsibilities 

Home Energy Concierge Service

  • Monitor and oversee the quality, accessibility and effectiveness of the HECS and report back to the Steering Committee monthly. 
  • Support residents and community partners to access trusted information on energy efficiency, electrification, rebates, trusted installers and practical home upgrade pathways. 
  • Provide a point of contact for any complaints or issues which might arise relating to HECS’ delivery and participant experiences. 
  • Provide feedback and recommendations to improve the HECS’ service delivery and participant access. 

Project Delivery & Coordination

  • Coordinate HECS project planning, implementation and reporting to ensure delivery within agreed timelines, scope and budget. 
  • Manage relationships with project partners, community organisations, local government, installers and the HECS provider, as required. 
  • Support grant compliance and reporting requirements.  

Community Engagement and Outreach

  • Support the delivery of EnergyZE seminars, webinars, workshops and community education events. 
  • Follow up with participants from EnergyZE events and connect interested households and businesses with HECS.  
  • Collect participant feedback, case studies and testimonials where appropriate. 
  • Support and maintain relationships with community groups, sporting clubs, faith-based organisations and other networks, as required. 
  • Coordinate volunteers, community champions and local partners involved in outreach and program delivery, as required. 

Communication

  • Support communication outreach and promotional activities to increase awareness of CEP’s events and HECS services. 
  • Contribute to website content and partner engagement activities. 
  • Work with steering committee and project partners to promote CEP project outcomes and participant engagement. 

Monitoring, Evaluation and Reporting 

  • Monitor and report on project performance, and community outcomes against CEP objectives. 
  • Maintain accurate project records and performance data, using platform and website analytics, email campaign reports, event registrations and attendance records, HECS records, feedback forms, testimonials and partner reporting. 
  • Collect and analyse qualitative and quantitative feedback from participants, partners and service providers to assess whether project information and support were clear, trusted, relevant, practical and actionable. 
  • Monitor project reach among priority audiences, including renters, apartment residents, strata communities and CALD communities, in accordance with privacy requirements. 
  • Capture and report, where voluntarily disclosed, participant actions and outcomes, such as energy efficiency improvements, electrification planning, rebate uptake, requests for quotes and completed energy upgrades. 
  • Provide monthly performance updates on HECS and contribute to quarterly, annual and final CEP evaluation reports, including project outcomes, lessons learned and recommendations for future program delivery.  

Success Measures 

  • Effective delivery of CEP activities within agreed scope, budget and timelines. 
  • Effective monitoring of the Home Energy Concierge Service. 
  • Growth in community awareness. 
  • Strong relationships with volunteers, project partners, stakeholders and service providers. 
  • Accurate and timely project monitoring, evaluation and reporting. 
  • Positive participant and stakeholder feedback. 
  • Achievement of CEP objectives and grant funding requirements. 

About You 

You are organised, practical, detail-oriented and comfortable managing multiple workstreams independently. You can build strong relationships and work with diverse communities, ensuring participants feel informed, supported and empowered. 

Skills and Experience

Essential 

  • Demonstrated experience using project management reporting tools and data management systems, (e.g. participant databases (such as NationBuilder). 
  • Strong attention to detail and organisational skills. 
  • Experience in project management, delivery, reporting and using data management tools. 
  • Strong coordination skills and managing multiple priorities; and 
  • An ability to manage relationships with multiple stakeholders, including the HECS service provider, residents, Council, technical suppliers, installers, and community organisations. 

Desirable

  • Understanding of household cost-of-living pressures, energy affordability, climate resilience and the barriers faced by some communities (e.g. renters, apartment residents, CALD communities). 
  • An interest in household energy efficiency, electrification, smart home technologies, solar energy, batteries, energy monitoring, rebates and resilience improvements. 
  • Experience working with volunteers, local government, community leaders, organisations, or not-for-profit organisations. 
  • Knowledge of community-based sustainability programs. 

Position Details 

Contract Term: Fixed term contract for the Project Period (subject to annual review). 

Project Period: August 2026 – May 2029 

Hours: Approximately 8 hours per week 

Remuneration: $80 - $90 per hour (GST exclusive)

Location: Sydney or Greater Sydney with some face-to-face meetings in Ku-ring-gai occasionally 

Flexibility: Occasional evening or weekend work maybe required, with flexible time management arrangements.
