The Interim Centre Manager will be responsible for the overall management and operations of Canterbury Neighbourhood Centre. The Interim Centre Manager also works with the Board in the strategic development of the Centre and ensuring that the Centre is operated and governed in accordance with the rules of incorporation, the Centre’s Model rules, policies and service agreements. The Centre Manager will additionally oversee the operations of the Canterbury Community Precinct in accordance with the Management Services Agreement from the City of Boroondara.
Key Responsibilities
Organisational Leadership
- Foster positive, inclusive and professional relationships with staff, the Board, volunteers, Centre users and Precinct tenants and their users.
- Demonstrate effective communication skills appropriate to a range of stakeholders including funding bodies, businesses, Precinct co-tenants and Centre and Precinct users.
- Implement innovative programs, activities, and strategies to engage the local community and meet community needs.
- Apply continuous improvement to manage risk and enhance programs and services for the community.
Operations
- Implement the Strategic Plan and accompanying Action Plan at an operational level.
- Oversee the day-to-day operations of the Centre within the policy, strategic and financial direction of the organisation.
- Recruit, employ and manage Office staff, tutors and presenters, volunteers, and group facilitators.
- Undertake staff appraisals and performance management as necessary and/or required.
- Provide opportunities for professional development for staff and volunteers.
- Retain oversight of the administration of the Centre, including enrolment and financial systems management, programming and marketing, and website content.
- Implement operational policy, WorkSafe requirements, and Child Safe Standards, ensuring staff, volunteers and participants are informed on relevant policy.
- Oversee the development of marketing materials including social media and website content and 3126 magazine.
Business and Strategic Development
- Work with the Board to:
- Develop and evaluate organisational goals and objectives.
- Develop and review the Strategic, Business, and Action plans.
- Develop, implement, and review, policies, and procedures relevant to the governance and operation of the Centre.
- Ensure all relevant staff, volunteers’ members and CCP co-tenants are informed and educated on relevant policy.
Financial management
- Assist the Board Treasurer to develop the annual Centre budget.
- Manage the Centre Budget according to the financial procedures of the Centre
- Assist the Board Treasurer in financial reporting to funding bodies.
- Identify funding opportunities and grants and actively pursue as appropriate.
- Ensure compliance with all service agreements is maintained.
Board of Governance
- Provide advice, resources and regular reports as required to the Board
- Regularly attend and participate in Board meetings as an ex officio Board member.
- Work with the Board to ensure that all legislative and risk requirements are met.
- Support the Board in recruiting and inducting new members.
- Support the Board in the production of annual reports, and organisation of the Annual General Meeting and any other delegated tasks as requested.
Canterbury Community Precinct Coordination
- Manage the Precinct Co-Ordinator and retain oversite of all Precinct operations, activities and issues to facilitate seamless delivery of precinct services including:
- Reception services, ensuring a welcoming, customer centred approach.
- Building maintenance, cleaning, and carparking.
- Security and access across the Precinct.
- Identification and reporting on any issues that may be considered defects and manage any maintenance requests from tenants and users.
- Emergency management planning and risk assessment, emergency drills with tenants and CCP users.
- Dispute resolution, issues logs, complaints, and feedback.
- Tenant contribution management.
- CCP community engagement, evaluation, relationships, and tenant cooperation.
- Regular Operations Committee Meetings with other CCP tenants.
- Communicating in a timely manner any changes to rules made by Council regarding the CCP.
Selection Criteria
- Demonstrated leadership skills and the ability to provide direction, support and motivation to staff
- Ability to work autonomously and to work with, and resource, a volunteer-based Board of management
- A high level of interpersonal, written and verbal communication and the ability to liaise with a diverse range of individuals and organisations
- Excellent time management and organisational skills
- High level of computer literacy including Microsoft Office programs, email and internet /website applications and social media tools
- Good negotiating skills, including managing people with competing needs and priorities
- Demonstrated ability in managing a budget
- Ability to relate well to people from a variety of backgrounds including culturally and linguistically diverse (CALD) communities, people with a disability, and other vulnerable cohorts.
COMPETENCE AND EXPERIENCE
Essential:
- A relevant tertiary qualification such as Community Development / Social Work / Welfare Studies / Education / Childcare or equivalent workplace experience.
- Experience in working in a community setting, preferably like a Neighbourhood House or similar human services environment.
- Ability to work within the constraints of the not-for-profit sector, including seeking out and preparation of grant submissions.
- Demonstrated understanding of online technologies and social media tools.
- Ability to develop positive working relationships with others.
- Demonstrated commitment to learning, developing skills and sharing knowledge.
- Flexibility to accommodate change.
- Well-developed interpersonal skills.
- The ability to represent, and advocate for the organisation and the community in a highly professional manner.
- Command of community development principles and practice, preferably in a Neighbourhood House setting.
- An understanding of community education principles, the ability to identify community needs, and to plan, develop, monitor and evaluate quality programs to meet those needs.
