Carers Victoria is the state’s peak for-purpose organisation dedicated to ensuring that the 1 million unpaid carers across Victoria are understood, recognised, and supported. We provide free advice, deliver events and education, connect carers to vital respite activities, and analyse data to influence systemic change. Our mission is to ensure that all unpaid carers are recognised, valued, and supported. We’re focused on change for purpose and continue to evolve so we can better meet the needs of carers.

The Opportunity

As a vital member of our Executive Leadership Team (ELT), the General Manager – Culture, Corporate and Change will drive the strategic, transformational, and operational leadership required to elevate our corporate functions.

This newly established portfolio consolidates core corporate enabling functions with a particular focus on expanding our capability and practises around organisation culture and change management. You will deliver strategic, transformational, and operational leadership to drive accountability, mitigate risk, and foster a high-performance culture.

Key Areas of Focus

  • Finance: Oversee the internal finance and payroll functions, driving proficient budget management, streamlining financial systems and practises, managing key external relationships (including auditors, investment managers and payroll providers).
  • People & Culture (P&C): Lead the P&C function, championing a positive workplace culture, supporting people managers in day-to-day operations, and leading industrial relations negotiations.
  • Risk, Compliance, Quality & Safety: Oversee a small team to ensure regulatory compliance, corporate/care governance, continuous improvement, workplace health and safety and robust risk management.
  • Strategic Projects: Lead and embed change management frameworks across the organisation, building a consistent, cross organisational approach to change management and other strategic priorities.

About You

To be successful in this executive role, you will bring a blend of sector expertise and experience, commercial acumen, and values-driven leadership.

Your Qualifications and Experience:

  • Executive Financial Oversight: Demonstrated success managing financial reporting, budgeting processes, and investment oversight to strict regulatory standards.
  • People & Culture Leadership: Proven capability to foster high-performing, inclusive, and psychologically safe workplace cultures, manage complex industrial relations negotiations, navigate emerging workforce trends.
  • Transformation & Change Architecture: Experience designing, piloting, and implementing cross-functional change initiatives with strong staff buy-in.
  • Operational Governance & Risk: Expertise prioritising multiple dynamic workstreams while maintaining robust systems for care governance, risk mitigation, and quality assurance.
  • Strategic reporting: Demonstrated experience in creating timely, succinct strategic reports for Boards and senior management
