Carers Victoria is the state’s peak for-purpose organisation dedicated to ensuring that the 1 million unpaid carers across Victoria are understood, recognised, and supported. We provide free advice, deliver events and education, connect carers to vital respite activities, and analyse data to influence systemic change. The Opportunity
As a vital member of our Executive Leadership Team (ELT), the General Manager – Communications, Policy and Partnerships will drive the strategic, transformational, and operational leadership required to elevate our sector presence.
Leading a multifaceted group, you will spearhead cross-organisational functions critical to our Strategic Plan. You will foster a high-performance culture, diversify revenue, and ensure Carers Victoria remains the definitive voice for unpaid carers across the state.
Key Areas of Focus
- Marketing & Communications: Drive public and media awareness, design engaging internal and external communication strategies, and steward branding to promote Carers Victoria’s services.
- Policy, Insights & Advocacy: Build impactful policy, evaluation programs, and advocacy products that influence government funding, state/federal policy, and systemic support for carers.
- Partnerships, Membership & Growth: Build high-value corporate and philanthropic partnerships and sponsorships to diversify revenue streams and exponentially grow carer membership.
Key Performance Indicators (KPIs)
- Strategic Growth: Significantly increase public/media awareness and scale carer membership.
- Policy & Insights Leadership: Strengthen our position as the peak body, leading voice, and expert source of carer insights through persuasive government budget bids and non-partisan submissions.
- Revenue Diversification: Establish sustainable corporate and philanthropic funding models.
- External Representation: Serve as a polished, confident ambassador across the carer ecosystem, engaging effectively with senior government officials, MPs, and corporate partners.
About You
To be successful in this executive role, you will bring a blend of sector expertise and experience, commercial acumen, and values-driven leadership.
Your Qualifications and Experience:
- Policy, Insights & Advocacy: Experience in developing and executing strategic and impactful policy and advocacy programs and products including policy submissions, business cases and budget bids; experience in shaping the design, collection and analysis of evaluation and other insights work
- Marketing & Communications: Proven expertise in developing and overseeing effective marketing communications campaigns in the government or not-for profit space.
- Partnerships & Membership: A track record in developing corporate and philanthropic partnerships, sponsorships and growing membership.
- Sector & Government Expertise: A deep understanding of health and human services, state/federal policy environments, and government-funded sectors. Established networks are highly desirable.
- Strategic & Operational Excellence: The ability to navigate complex, changing landscapes while successfully managing multiple workstreams and high-trust partnerships.
- Advanced Communication: An exceptional public speaker and writer with the ability to influence diverse audiences, resolve complex stakeholder conflicts, and deliver data-driven executive reports.
