About the role

The Health Care Manager has managerial responsibility for all aspects of SETACS Primary Health Centre, ensuring that the provision of activities, services and programs to SETAC’s clients is of the highest standard and in accordance with relevant funding agreements and regulatory standards.

Responsibilities

The Health Care Manager is directly responsible for all aspects of service delivery and organisational management for the Primary Health Care Centre, as well as any projects allocated by the CEO.

The Health Care Manager is expected to contribute to the overall financial, operational and risk management of SETAC, and has significant responsibility for decision making, exercising judgment and provision of advice within SETAC’s delegation of authority. This person will be expected to establish policies and procedures for their program and/or project, and support and supervise staff to develop effective work practices and individual work plans that align with SETAC’s Action Plan targets and outcomes.

This person will be expected to establish and maintain positive and productive relationships with new and existing stakeholders and may be required to negotiate matters on behalf of SETAC.

All SETAC managers are to participate in quality and safety activities such as clinical review, audit and case study presentations which assist learning within the quality and safety environment that can also incorporate the National Standards of each program.

QUALIFICATIONS, SKILLS AND EXPERIENCE

  • A Diploma in Business; or experience, expertise and competence sufficient to perform the duties required at this level
  • Previous experience preparing financial costings and monitoring budget versus actual figures
  • Previous experience leading and managing teams
  • Previous experience managing risk and compliance for a small to medium-sized organisation
  • Strong negotiating and influencing skills
  • Well-developed report writing skills
  • Excellent interpersonal and communication skills

OTHER REQUIREMENTS

  • Current unrestricted Tasmanian driver’s license
  • Required to provide a satisfactory National Police Check and Working with Children Check
  • Provision of a satisfactory pre–employment medical report
  • This role is on call for PHC alarms from Mon-Fri 4.00pm – 8.30am and 24 hours for weekends and Public holidays

SELECTION CRITERIA

  1. Experience in managing the daily functioning of a small to medium health care centre offering a variety of client-focused, outcomes-based programs.  
  2. Understanding of the health and wellbeing needs of Aboriginal populations and an understanding of the social and historical issues that have impacted on Aboriginal populations.
  3. A commitment to the provision of accessible health and support services to Aboriginal individuals and families
  4. Financial management experience including the ability to prepare financial costings for programs against funding agreements and assist with budget preparation and monitoring of budget versus actuals. As well as recognition of trends in data to plan future projects. 
  5. Previous experience managing and leading small teams including conflict resolution, performance management and staff development in accordance with relevant Award and Industrial Relations requirements.
  6. Well-developed interpersonal, verbal and written communication skills, along with experience building and managing positive relationships with internal and external stakeholders.
  7. A sound understanding of risk management and compliance requirements in relation to work health and safety in the health care industry, including recommending and implementing risk mitigation strategies associated with incident reporting.
  8. Previous experience conducting research, analysing data and writing reports to meet contractual requirements from funding bodies, coordination of stakeholders and operational reports to Executive.
