About Oxfam Timor-Leste

Around the globe, Oxfam works to find practical, innovative ways for people to lift themselves out of poverty and thrive. Oxfam works with partner organisations and alongside vulnerable women and men to end the injustices that cause poverty.

Oxfam has been working for positive change in Timor-Leste since 1974. Oxfam has maintained an operational in-country presence in Timor-Leste since 2000 and currently has staff present in Dili, Covalima and Oecusse.

Since 2000 the Oxfam program in Timor-Leste has transitioned from a predominately humanitarian response to long term development, partnership and influencing programs.

Oxfam in Timor-Leste is developing a new influencing country strategy for 2021-2025. This strategy is built on Oxfam’s strengths in partnership, inclusion, gender justice, fighting against inequality and supporting citizen’s voices in decision-making. Building on to the 2021-25 program, CD-Timore-Leste will also be responsible for developing new country strategy 2026 onwards. The Oxfam in Timor-Leste country strategy is underpinned by Oxfam’s Global Strategy 2020 – 2030 and the Oxfam in Asia Regional Strategy 2030, bringing into Timor-Leste Oxfam’s global and regional expertise, as well sharing to the world the unique achievements and experiences from Oxfam in Timor-Leste.

The Role

Oxfam International Asia Regional Platform is looking for the Country Director to lead, develop, manage, and represent all Oxfam’s program and operations in Timor-Leste.

The role involves providing strategic leadership to the Oxfam Timor-Leste country program, supporting teams in developing and implementing quality programming in influencing, development and humanitarian sectors, ensuring effective management systems and processes, building strong relationships with stakeholders, overseeing the delivery of the Oxfam Country Strategy in Timor-Leste, and coordinating effectively with affiliates in the confederation.

Who we’re looking for

Country Director- Timor-Leste will be an experienced, dedicated, and highly motivated professional, with a strong commitment to Oxfam's values and beliefs with the following qualification and competencies:

Significant senior leadership and management experience in Timor-Leste in the development and delivery of high-quality program and influencing strategies.

Proven track record of leading, motivating, supporting and empowering teams in Timor-Leste with a commitment to promoting local leadership, gender equality and inclusion of diversity.

Demonstrated skills in cross cultural communication and leading diverse and cross cultural teams.

Strong analytical skills and the ability to think strategically, including to link the country program context to a regional and global framework.

Proven ability to transfer skills and knowledge to team members.

High level interpersonal, influencing and communication skills with a proven track record of success in representing an organisation in Timor-Leste with partners, government agencies, private sector organisations, NGOs, media and donors at senior level: nationally and globally.

Demonstrated skills and experience in overseeing financial budgeting, management and reporting.
