The Institute for Urban Indigenous Health (IUIH) leads the development, planning and deliver of comprehensive primary health care for Aboriginal and Torres Strait Islander people living in South East Queensland. 

The Family Health and Wellbeing Unit, in keeping with the vision of IUIH, aims to support communities in South East Queensland to grow strong and vibrant families, delivering care from preconception, pregnancy and birthing to early childhood, paediatric and extended family support services.

Birthing in Our Community (BiOC) offers a new model of maternity care that provides comprehensive and culturally informed maternal and infant health services for Aboriginal and Torres Strait Islander families. Supports within the service include access to dedicated Family Support Workers, case-load midwifery care, post-natal clinics, early learning programs and a social health team that includes social workers and psychologists. BiOC is a holistic strengths-based approach to maternal infant health care, operating in a culturally appropriate community-based space.

About the Role?

As the Birthing in Our Community (BiOC) North Program Manager you will be responsible for the expansion of the service on the north side of Brisbane. You will drive implementation, effective collaboration, coordination, and integration of service providers that constitute the BiOC programs. With oversight of the community-based hub at Strathpine, you will also:  

  • Manage and lead the BiOC teams (including Family Support Workers, Midwives, Social Health, Administration Support, Transport) to provide quality, value adding services in all aspects of maternal infant health services in accordance with community needs, priorities and State/Commonwealth government funding and policy guidelines.
  • Develop, implement and promote effective communication linkages between staff, partners and external stakeholders.
  • Oversee implementation of enhanced case management/coordination and referral pathways for families across key health and social services.
  • Monitor acceptability of the Service within the community through engagement activities aimed at increasing promotion, awareness, access, and uptake of the service.
  • Regularly report on outcome from within the Service, including clinical (birth weight, gestational age, pre-term birth) and social health (housing, child safety involvement, parenting programs).
  • Conduct routine internal audits to ensure programs are operating as required by legislation and funding requirements.
  • Understand the principles of primary health care, effects of inter- and intra-generational trauma, and impacts due to social determinants.
  • Lead Continuous Quality Improvements, including regular monthly meetings with relevant stakeholders, suppliers, and staff.
  • Ensure all new staff working with the Service participate in a comprehensive program of induction, including orientation to sites, the BiOC teams, each of the partner organisations, and to urban Aboriginal and Torres Strait Islander health, culture and communities.
  • Work closely with partner organisations to ensure BiOC staff have access to ongoing professional development opportunities for maintenance of core professional skills as well enhancing knowledge and skills of specific relevance to the Service.

About You?

Essentials:

To perform this role, it is essential that the incumbent is an Aboriginal and/or Torres Strait Islander person. It is therefore a genuine occupational requirement under section 25 of the Anti-Discrimination Act 1991.

  • Experience working with Aboriginal and Torres Strait Islander peoples and/or communities (minimum three years)
  • Demonstrated experience in the ability to implement and support a medical/primary health care team and effectively plan, and coordinate own and team’s workload to achieve results
  • Current QLD Drivers Licence
  • Valid QLD Blue Card (Must have prior to commencement)
  • Valid NDIS Disability Worker Screening Check (Must have prior to commencement
  • Current Criminal History Check 
  • Current First Aid and CPR certificates
  • Must be up to date with COVID-19 vaccinations, including booster vaccinations, according to ATAGI Standards (Must have prior to commencement)

Preferred but not essential:

  • Experience working in a Community-Controlled Health Organisation
  • Knowledge of MMEx (or similar patient management system)
