At Central and Eastern Sydney Primary Health Network, we focus on improving the health and wellbeing of the people who live and work in Sydney, from East to South and the Inner West. Primary health refers to the healthcare provided in the community, such as a local doctor, pharmacist or psychologist. We provide support and training to these health professionals. We help them to connect community members to other services so that everyone involved in a person’s care can know how best to look after their health.

PHNs are not-for-profit organisations. We receive money from the government to provide health services that are right for the people in this area. We also work with hospitals, specialists, aged care facilities and others to improve people’s experience when needing healthcare. We work to make it easier for people to get the best care and support when and where they need it to achieve our vision of healthy and thriving communities.

The salary range for this role is $84,050 - $91,840 per annum and is negotiable based on skills, qualifications and experience.

Successful candidates will require a compatible smartphone for Multi-Factor Authentication to securely access CESPHN systems.

The People and Culture Advisor will support the People and Culture Manager and People & Culture Business Partner in all generalist People and Culture activities through support and provision of advice on policies, processes and industry best practice, ensuring the most effective utilisation of human resources for the purpose of achieving CESPHNs strategic objectives.

Key Responsibilities

  • Support the end-to-end recruitment process, advertising, screening to short list, interview coordination and communicate effectively with applicants, consultants and hiring managers
  • Prepare new starter packs, employment contracts, contract variations and all other communication associated with the employment lifecycle
  • Co-ordinate exit interviews and associated termination processes
  • Ensure all new employees are effectively onboarded including the completion of online learning
  • Provide support for the People & Culture team to provide accurate, timely and quality advice, information and guidance to line managers and staff in relation to employee relations, policy interpretations, organisational change and development, and other People and Culture related issues. 
  • Build effective and meaningful relationships with staff at all levels, providing advice and guidance to support understanding and ensure effective communication of HR best practice.  Remain a positive role model that demonstrates the CESPHN values.
  • Work with the People and Culture Manager to identify training needs and schedule training programs.
  • Assist People and Culture Manager in co ordinating and assigning on line learning and development programs including supporting on co ordinating a learning calendar.
  • Support with the implementation of People & Culture strategies, in line with CESPHN strategic goals.
  • Responsible for the curation and promotion on Teams channel of the Learning Management System (Go1)
  • Schedule and conduct exit interviews and to support turnover data analysis and identify trends.
  • Support on coordination of staff surveys utilising Culture Amp, and creating surveys
  • Act as the Data Steward for HR systems, maintaining quality, integrity and safety of the data. Maintain and update personnel records in the HR Information System (HRIS) in compliance with related legislative requirements. 
  • Assist with coordinating Workplace Health and Safety (WHS) programs and practices and ensure compliance with associated safety legislative requirements. 
  • Process updates from CESPHN’s regulatory and policy software to ensure the HR component of the CESPHN obligations register is kept updated.

Essential

  • Tertiary qualifications in Human Resources and 1- 2 years’ experience in a HR / recruitment role. 
  • Knowledge and application of relevant workplace legislation including; Fair Work Act, Privacy Act, WHS Act(s), Workplace Surveillance Act, and NES to ensure compliance with Federal and State regulatory compliance. 
  • Recruitment experience, including end to end candidate management
  • Ability to support in the development of in-house training for employees 
  • Proven ability to influence, network, counsel and mediate, using problem solving and negotiation skills, whilst maintaining confidentiality. 
  • Sound organisational skills with proven ability to work autonomously as well as effectively as a team member. 
  • Comprehensive knowledge of office-based computing applications, e.g. Excel, Word, Office, PowerPoint etc. 
  • Proven high level written, verbal and electronic communication skills, and ability to successfully manage communications across a decentralised organisation.
