Cardiology Capacity Development Consultant - Remote / Work From Home

Position purpose

ETHF has partnered with the Timor-Leste Ministry of Health (MoH) and Hospital Nacional Guido Valadares (HNGV) with the objective of supporting the Ministry of Health in the further development of their current plans to:

  • Implement and operationalise a new Cardiac Centre in Dili, which will have a catheterization lab.
  • Develop and implement training and capacity building programs for cardiology staff (cardiologists, doctors, nurses) with the aim of staff being able to successfully operate the catheterization lab and over time, to develop the local capacity to provide cardiac procedures. Capacity building support may include implementing best practices in procedures and securing equipment and consumables.
  • Attract and secure funding for the Cardiac Centre and its training and capacity building programs.
  • Identify other appropriate healthcare and development agencies to become implementation partners. This includes exploring the potential for cardiac surgery through Open Heart International.

The purpose of this position is to develop a business plan that has the support of all relevant stakeholders by December 2024 to implement these activities in 2025 and beyond.

This role will report to ETHF’s CEO. It will also work closely with the Board and the Cardiac Centre Project Committee.

The role will be offered at 0.4 – 0.6 FTE and can be worked remotely from any location in Australia.

The incumbent must be available to attend 2 – 3 visits to Timor-Leste during the engagement.

Responsibilities

Act as the focal point for stakeholders, especially the MoH, HNGV and ETHF.

Identify and prioritise agreed objectives, including:

  • Identification of key stakeholders, and the time and resource commitment needed from them in this project.
  • Requirements to operationalise the new Cardiac Centre and the contribution ETHF can make towards this end, in partnership with relevant healthcare and development agencies.
  • Developing an agreed training and capacity building program, identifying the equipment and consumables required for its implementation.
  • Identifying the Australian and international organisations that would be best placed to deliver the training and capacity programs.
  • Identifying the Australian and international organisations and/or individuals that would be best placed to source / provide relevant equipment and consumables.
  • Developing an implementation plan for the delivery of training and capacity building activities to commence from the start of 2025.

In partnership with relevant authorities within Timor Leste:

  • Establish and coordinate workshops in Timor-Leste and/or Australia to prioritise the agreed objectives.
  • Develop a communication and engagement plan for key stakeholders, ensuring regular monthly progress updates
  • Develop a project implementation plan with proposed key milestones and deliverables agreed with the MoH, HNGV and any other agency partners.
  • Identify and establish any working groups needed to oversee the implementation plan.
  • Develop a projected budget estimate for the implementation plan for 2025 and future years.
  • Identify and prioritise potential donors for aid and funding, including any existing grants the Cardiac Centre could apply for, the funding cycle and requirements.
  • Develop a business investment / fundraising plan to secure the funding and identify the key stakeholders or organisations to lead the funding approach.
  • Develop a Case for Support for use with potential funders.

Required Skills:

Qualifications

  • Qualifications in business management and/or healthcare management.

Experience

  • Expertise in project management (essential).
  • Excellent stakeholder management skills (essential).
  • Strong business writing skills (essential).
  • Experience working for an international development agency in a healthcare context (desirable).
  • Sound experience in developing training programs and activities (essential), especially in a healthcare context (desirable).
  • Experience working in Timor-Leste or another developing country (desirable).
  • Capacity to multi-task and work under pressure.
  • Ability to travel to Timor-Leste (estimated 2 – 3 times during engagement).
  • Sound knowledge and experience with digital project management, collaboration and communication tools.
  • Ability to work intensively as part of a team.
  • Flexible and adaptable.
