About us

The Service Delivery and Place Reform team is responsible for driving an ambitious reform agenda across the Department of Justice and Community Safety (“DJCS”).

In particular, given the significant impact of COVID-19, and building on the Common Clients reform, the team is leading work to support social recovery for all Victorians to ensure that the future justice and social service systems deliver integrated responses that meets client needs and builds resilience.

There is a breadth of policy and reform work led by the team, including service delivery, funding, workforce, governance, system and enablers reform.

The team’s work is underpinned by a strong commitment to stakeholder engagement, empowering client voice and data and evidence to inform priorities and implementation.

The team works in close partnership with Department of Health and sector stakeholders.

There are multiple positions available across a number of teams. The teams focus on:

  • Justice strategic priorities – working in partnership across the department to embed and implement the social recovery agenda across justice priority reforms
  • Workforce and practice reform – workforce policy reform and cultural change, to ensure that we have the right workforce with the right skills and capabilities and who are effectively supported to work with clients to improve their outcomes, and work to ensure that client voice is embedded into reform directions and priorities
  • Service models and cohorts – design of new service models that meet client needs and improve outcomes, recognising that increased client complexity is compounded by the impacts of COVID-19 and the emergence of new priority cohorts
  • System reform and outcomes – reform of system enablers (e.g. funding and sector sustainability, information sharing, client management systems) to deliver more coordinated and integrated service responses; and a focus on outcomes, data and to guide priorities and service improvement
  • Implementation – implementation of locally based, shared governance and accountability for client outcomes.

About the role

The Senior Policy Officer will be responsible for leading strategic policy work, including the redesign of relevant service systems to improve client outcomes.

The Senior Policy Officer will develop and implement policy and administrative reforms in consultation with relevant stakeholders and providing advice to senior executives and Ministers on complex matters.

Your key accountability will include:

  • Provide high quality policy advice
  • Undertake complex policy development
  • Lead delivery of key projects and initiatives
  • Pro-actively build and maintain positive relationships
  • Develop options for implementing innovative strategies
  • Monitor and analyse the effectiveness of policy and program initiatives
  • Manage policy evaluation processes
  • Represent the business unit in a variety of forums
  • Perform other tasks as requested.
