The Consumer Policy Research Centre is an independent, non-profit, consumer think-tank established by the Victorian Government in 2016. We work closely with policymakers, regulators, academia, industry & the community sector to develop, translate and promote evidence-based research to inform practice and policy change.

For the past 2.5 years, CPRC has produced leading research in the areas of consumer data and digital transformation of markets, advising government policymakers and businesses on ways to improve consumer protections and better empower consumers with their data. About the role

As Research & Engagement Officer you’ll deliver a research and engagement project focused on consumer data access and portability across the banking and energy sectors.

The Australian Government has introduced the 'Consumer Data Right' legislation as part of an effort to give consumers more control over data. CSIRO’s Data61 has engaged CPRC to provide research and engagement services to identify the risks and opportunities of the design of the Consumer Data Right standards as part of their work program.

Ensuring that consumers and community organisations are represented in consumer data standards development processes is central to this role – this includes consideration of autonomy, choice and comprehension, consent and inclusion.

You’ll be producing research, hosting workshops with the community sector to seek feedback and input on opportunities and risks, and advising on the design of CDR standards, putting the interests of consumers first.

Core responsibilities

  • Develop a consultation and engagement plan with consumer and community sector organisations on 6-10 key consumer data standards issues over 2020/21.
  • Produce 6 consumer research reports in key areas influencing standards design
  • Co-design targeted consumer research with the DSB to test attitudes experiences and knowledge.
  • Provide advice to the Data Standards Body in the context of broader Privacy Act, Data Availability & Transparency, and consumer protection reforms.
  • Raise awareness across the Australian consumer and community sector of consumer data right reforms, building knowledge and capacity.

Key selection criteria

  • Demonstrated excellent project management experience, including risk identification, mitigation, execution and delivery according to deadlines.
  • Working knowledge of consumer issues associated with data, digital transformation, online markets, e-commerce, digital exclusion an advantage.
  • Demonstrated ability to build and maintain positive, effective and collaborative stakeholder networks and relations. Experience in collaboratively developing and achieving innovative and practical policy solutions.
  • Demonstrated experience working with community organisations - existing working relationships with key stakeholders an advantage.
  • Excellent written and verbal communication, consulting, listening, and liaison skills.
  • Experience in report writing and preparing policy advice on standards and regulations.
  • Cooperates and works well with others; shows consideration, concern and respect for others’ feelings and ideas; accommodates and works well with the different working styles of others, treating all people with dignity and respect.

Qualifications and experience

  • An appropriate tertiary qualification in public policy, marketing, analytics, psychology, social science
  • Experience with user experience, customer experience, human-centered design, behavioural economics, consumer policy or law an advantage
  • Experience working within or with the community sector an advantage

Terms and conditions of employment

  • Hours of work 30 hours per week
  • Part-time (0.8 FTE), fixed-term 12-month contract
  • $ 80,000 – 88,000 p.a. pro-rata, plus 9.5% superannuation
  • 4 weeks annual leave (pro-rata) with 17.5% leave loading.
