The PNG–Australia Transport Sector Support Program (TSSP) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

About the Role

The Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Manager is an important, multi-faceted management role within a large Australian aid program.

The MERLA Manager’s primary responsibility will be overseeing the implementation and continuous refinement of TSSP3’s MERLA Plan. The MERLA Manager will lead a team of locally engaged MERLA Coordinators, providing them with high quality support, guidance, and strategic direction. The MERLA Manager will build awareness, understanding and commitment to MERLA across the Program.

Responsibilities include:

  • Oversee implementation, regular review, and refinement of TSSP3’s MERLA Strategy, ensuring it meets both DFAT M&E (monitoring & evaluation) Standards and TSSP3 needs
  • Provision of expertise and guidance to the Team Leader (TL) and DTL/KM&I Director and the client (DFAT) on MERLA issues
  • Provide technical expertise and oversight for all MERLA activity
  • Lead a team of locally engaged MERLA professionals, providing them with high quality advice, clear direction, mentoring and support to their ongoing professional development
  • Support the implementation and application of GEDSI, Safeguards, CCDR, LLD, MERLA and other cross cutting issues across the program and sector and;
  • All other duties as outlined in the Terms of Reference.

About you

To be successful for this role, you must possess the following including, but not limited to:

  • Masters-level degree in international development, social science, evaluation, or other relevant discipline
  • At least 10 years’ experience in international development, including at least five (5) years’ senior M&E experience with complex aid programs
  • Strong staff management and team leadership skills, including in challenging cross-cultural environments
  • Outstanding relationship management skills, including with donors, delivery partners and broader stakeholders in challenging, cross-cultural environments
  • Strong data analysis skills (qualitative and quantitative)
  • Excellent written communication skills, including the ability to convey complex information in a manner easily understood by non-experts
  • Demonstrated understanding of the importance of addressing safeguards risks, including in infrastructure activities
  • Demonstrated expertise with MEL-related activities such as performance monitoring, methodology design, sampling, instrument design, field survey management and authoring reports
  • Knowledge and / or experience of applying GEDSI and safeguards principles.
