Australian Aid to Solomon Islands 

Australia has an enduring interest in a stable Solomon Islands, underpinned by economic growth and viable institutions. Australia is partnering with Solomon Islands to implement its National Development Strategy (2016–2035)as well as respond to COVID-19, as set out in Australia’s Solomon Islands COVID- Development Response Plan. Australian Aid to the Solomon Islands will focus on:

  • health security
  • stability
  • economic recovery.

The role

The Financial Management Adviser will work alongside the MHMS Finance team to ensure adequate safeguards around the planning and expenditure of Australian and other donor funding in the MHMS. The Adviser will coach and develop the MHMS team’s capacity to manage financial processes and fiduciary risks, through verifying compliance with the relevant legislation and regulations of Solomon Islands (including the Public Financial Management Act 2013, and related financial circulars) as well as the DFA and HSSP guidelines.

The adviser will also:

Under the direction of the MHMS Deputy Secretary, Corporate Services (DSCS) and in collaboration with the MHMS Financial Controller, the Adviser will prioritise Work Plan activities from the following tasks:

  • Undertake the ex-ante control process in relation to all proposed payments using Australian funds.
  • Support and build the capacity of the MHMS Finance Unit to undertake the functions required of it in support of strengthened MHMS financial management, including strengthening the budget planning process for the ministry.
  • Support the MHMS Finance Unit with operation of the SIG FMIS and routine provision of meaningful financial reports for MHMS Divisional Heads and senior management.
  • Develop and maintain constructive working relationships between MOFT, the Accountant General’s and Auditor General’s offices, MHMS Internal Audit Unit, MHMS Procurement Unit, MHMS Provincial Health Service Divisions and the MHMS Finance Unit.
  • Liaise with the Head of Program to work flexibly and provide coverage to other programs/SIG teams as reasonably required.
  • Liaise with the Head of Program, to identify relevant ways to ensure that the principles of gender equality and disability inclusion are understood and reflected appropriately in the adviser’s work with the MHMS Finance Unit.

About you  

You will have:

  • Tertiary qualification and Professional Membership (such as Chartered Accountant or Certified Practicing Accountant) relating to public financial administration and/or accounting.
  • Extensive experience in financial management with applied knowledge of effective processes of internal control, and the broader procurement compliance/audit function, preferably in the health sector
  • Proven success in individual and organisational capacity development and sustainability of efforts, particularly the demonstrated ability to effectively share knowledge, mentor and coach people.
  • Outstanding communication and interpersonal skills including the ability to build effective relationships, influence change and manage the expectations of multiple stakeholder groups.
  • Resilience, self-reliance and professional integrity, including the ability to maintain a constructive approach to work and interpersonal dealings, particularly during times of pressure and on sensitive issues.
  • Understanding of the importance of cross-cutting development issues, such as gender, anti-corruption and disability.

Location and travel requirements

Position will be based in Honiara. Eventual easing of COVID19 restrictions is currently underway with full opening of Solomon Island’s International border on July 1st, 2022.

Australia’s Solomon Islands Resource Facility

ASIRF works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIRF Management Support Unit (MSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands.
