Program Background

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role

The Climate Lead will provide both technical direction and management support to integrate climate adaptation and mitigation measures across the P4I portfolio. It requires a combination of technical expertise, the ability to navigate a complex multi-country, multi-sector implementation context, and strong project management skills.

The role will work with P4I country managers, sector leads and technical delivery teams to identify and progress opportunities to achieve better climate mitigation and adaptation outcomes in line with P4I strategy through promoting robust analysis and stakeholder engagement. The role will require a good understanding of the process of delivering advisory activities – including practical tasks associated with identification, design, implementation and monitoring.

Responsibilities

• Under the direction of the Program Executive, maintain and refine P4I’s approach to climate with reference to the P4I design document, relevant DFAT policy documents and the engagement themes and relationships that emerged during Phase 1.  
• Working closely with Sector Leads, advise on and contribute to climate adaptation and mitigation aspects of sector strategies, including (where necessary) through in-country engagement with Posts and other stakeholders.  
• Working closely with Country Engagement Managers, advise on and contribute to climate aspects of country strategies, including (where necessary) through in-country engagement with Posts and in-country stakeholders.  
• Guide the development of the P4I portfolio in line with the sector and country strategies, which will embed specific objectives for climate. This will include:
  • Developing analytical tools and other guidance to assist Program staff to meet P4I’s ambition on climate.
  • Advising on entry points and scoping P4I engagement in line with relevant strategies.  
  • Review resourcing arrangements for proposed P4I engagements to ensure that appropriate skills and experience are being deployed through portfolio delivery contracts. 
• Develop relationships with and, in close collaboration with the Partnerships Director, facilitate engagement with Australian Government and industry stakeholders to engage them in supporting P4I’s climate agenda in the portfolio.
• Coordinate quality assurance of technical delivery work, either though playing a direct quality assurance function or engaging other specialists to ensure that advice provided through P4I engagement is in line with P4I strategy and standards.
• Monitor and provide advice on infrastructure and climate adaptation and mitigation policy and practice trends relevant to P4I’s scope, including developments in Southeast Asia and Australia.
• Working closely with the M&E Director to ensure P4I is collecting relevant data to track performance and achievements and meet DFAT’s data requirements.
• Working closely with the Communications Manager, contribute to producing external communications materials, including by identifying topics, developing key messages, drafting content, liaising with external specialists (including members of engagement teams) to develop content, and reviewing material prior to publication.
• Contribute to Program work planning, progress reporting, briefing and other program-wide tasks as required. 
• Any other tasks as directed by your manager.

Qualifications

• Relevant tertiary qualifications (climate science, environmental management, sustainable development, disaster management, etc).

Technical

• Experience managing a climate change adaptation and mitigation program of work on an infrastructure advisory program. Experience on DFAT programs and / or in Southeast Asia will be a distinct advantage.
• Understanding of approaches to addressing climate change in infrastructure development, for example related to planning and prioritisation, infrastructure financing (including sustainable finance) and sector regulation
• Experience identifying, developing, and operationalising recommendations on addressing climate in a program of work, including through development of analytical tools and other guidance materials.

Analytical, decision-making and communication skills

• Demonstrated capacity to exercise sound judgement and make timely decisions in situations involving risk, uncertainty, or competing priorities.
• Strong capability to analyse complex problems and identify linkages to achieve program impact.
• Ability to communicate complex ideas (verbally and in writing) clearly and succinctly, tailoring messages to different audiences to aid decision-making.

Management / Working Style

• Demonstrated ability to supervise staff by setting clear expectations, providing direction and support, managing performance, and building an inclusive team culture.
• Demonstrated ability to produce Program results in a complex and dynamic environment, collaborating effectively across a multi-disciplinary and multi-cultural team.
• Proven ability to take responsibility for outcomes – setting clear plans, meeting commitments, proactively managing and communicating risks and issues, and following through without close supervision.
• Ability to work under tight deadlines and respond to shifting priorities.
