Burrun Dalai Aboriginal Corporation provides foster care to Aboriginal children & young people of the Macleay, Nambucca, Hastings, Manning, Armidale and Tamworth Regions. It is one of the largest and most successful Aboriginal agencies in NSW.

We are now recruiting for a passionate Executive Officer, Out Of Home Care to join our multidisciplinary team and work within a supportive community focused organisation.

This opportunity would suit someone with a background of Child Protection or Out of Home Care and is looking for a full-time role in TAREE, NSW.

Principal Duties include but not limited to:

  • Lead and manage Caseworker Managers and the Foster Carer Manager and indirect supervisory responsibility for all members of the OOHC Team.
  • Participate in decision making on strategic and operational matters and the future development of Burrun Dalai.
  • Participate in joint meetings involving parents and DCJ, and other key workers
  • Supervise provision of reports, case reviews and information to DCJ as agreed through Policies and Procedures and Legislation.
  • Undertaken regular supervision with Chief Executive Officer
  • Participate in on call rosters.
  • Responsible for overseeing all OOHC, PSS and FCS to ensure these meet OCG Standards, Child Safe Principles and align to DCJ requirements and the Children’s Court.
  • Coach and mentor Caseworker Managers, Foster Carer Manager, and support all OOHC staff in OOHC, PSS and FCS best practice.
  • Ensure compliance with Policies and procedures to meet agency accreditation with a focus on the ongoing compliance of all practice and documentation.
  • Work collaboratively with the Corporate Team including Reportable Conduct, Casefile Compliance, Governance, Finance, Contract, Human Resources/Industrial Relations and Workers Compensation/Risk/Insurance management services.
  • Enable permanency goals by working with relevant Executive/Senior Management to address barriers and support initiatives to achieve permanency goals for children and young people.
  • Participate in development and implementation of OOHC & FSS  Policies and Protocols in line with evidence based and best practice principles and in line with the Office of Children’s Guardian Standards and Accreditation process.
  • Participate in OOHC & FSS network.
  • Identify priority issues and needs in relation to OOHC, particularly Service delivery.
  • Facilitate the provision of appropriate services by other agencies working in OOHC.
  • Oversight the recruitment and training of Foster Carers.
  • Provide information and resources to community regarding OOHC, PSS and FCSs.
  • Undertake training and development necessary to advance and maintain professional practice particularly in the specific area of OOHC, PSS and FCS, inclusive of casework and legislation
  • Attend and participate in appropriate professional meetings and in-services.
  • Regularly ensure that standards are being met and participate in quality improvement by initiating programs to measure the outcomes of care
  • Participate in the ongoing improvement program with the Office of the Children’s Guardian
  • Identify WHS & RTW training requirements for staff under their control:
  • Liaising with the relevant parties on alternative duties and Return to Work Plans for injured workers.

Essential Criteria

  • Aboriginality
  • Relevant Tertiary Qualifications in Social Work, Psychology, Social Science Welfare or related and/or extensive experience in the management and supervision of large multi-disciplinary teams and the ability to resolve complex and critical issues with Children, Young People and their Families. 
  • Evidence of a strong commitment to positively engaging with and working with birth families and communities for the best interest of children and young people.
  • Demonstrated commitment to teamwork and the construction of a supportive collaborative work environment. 
  • Working knowledge of issues involving OOHC for children and young people families, communities, and foster carers with significant case management experience.
  • Proven capacity to operate at both the strategic and operational level in the provision of services and liaise with relevant government and non-government professionals, community groups, services, and agencies. 
  • Working knowledge of the DCJ, Permanency Support Program (PSP) operational contractual environments.
  • Understanding of the role of Office of the Childrens Guardian (OCG) and DCJ Childstory.
  • Advanced interpersonal, liaison and communication skills with clients at all levels and the ability to prepare high quality written reports.
  • High level of negotiation and conflict management skills.
  • Hold a Current NSW Driver License and ability to travel to perform the duties.

Desirable Criteria

  • Previous experience working in an Aboriginal Corporation.
  • Working with databases and case management applications.
  • Experience in continuous quality assurance.
  • Willingness to participate in On-Call Services.
