What is a Technical Officer (PAS)? (The role)
Our Central office in Haymarket has a permanent full time (35 hours per week) Technical Officer (PAS) vacancy. The Technical Officer (PAS) is responsible for delivering Bridge Housing’s Property Assessment Survey (PAS) program. PAS is a high‑volume, structured inspection process within social housing to visually assess property condition, amenity, component failures, environmental attributes and safety indicators. The data collected by the Technical Officer is critical to informing Bridge’s strategic maintenance planning.
What does a day as a Technical Officer (PAS) look like?
- Conducting high‑volume PAS inspections across Bridge Housing properties in line with NSW Land and Housing Corporation and Bridge requirements
- Assessing property condition, safety, amenity and compliance, applying technical judgement to rate assets and identify defects
- Accurately recording and maintaining inspection data to support maintenance planning, compliance programs and PAS cycles
- Meeting KPIs for inspection volumes, data accuracy and timely reporting
- Identifying and escalating urgent defects, safety hazards, make‑safe issues, property care concerns (e.g. damage, hoarding, environmental risks) and notify Housing Managers as required
- Monitoring and reporting on contractor workmanship, WHS compliance and quality standards
- Engaging respectfully with tenants and communicate clearly with internal teams and stakeholders
- Collaborating with the Assets team, support workload peaks and contribute to continuous improvement
Who are we looking for?
Essential criteria:
- Current NSW Driver Licence and capacity to undertake regular field‑based travel
- Solid experience in building, construction, maintenance or property‑related work, with the ability to identify defects and assess workmanship
- Sound judgement and critical thinking skills, with the ability to recognise risk, identify trends and make practical recommendations
- Strong problem‑solving skills and confidence responding to issues identified on site
- Comfortable using digital systems and mobile inspection tools, with strong attention to detail and data accuracy
- Good understanding of WHS requirements, safe work practices and risk management in field‑based roles
- Working knowledge of residential building requirements, relevant legislation and standards
- Ability to work independently, manage a high‑volume workload and meet agreed timeframes
- A professional, respectful approach that aligns with Bridge’s values and ways of working
Desirable criteria:
- Experience working with NSW Land and Housing Corporation PAS inspections
- Trade, building or technical qualifications related to property or construction
- Familiarity with asset management systems and maintenance frameworks
- Knowledge of LAHC processes and social housing asset standards
They also need to be willing to obtain a Criminal Record Check.
