The role

APTC is embarking on a significant expansion in scope, scale and geographic spread of activities within PNG with the incorporation of the PNG Skills for Sub-National Growth Investment (SNGI) programme within an already large and successful programme of TVET delivery and support.

The Senior Skills Manager’s key responsibility is implementing initiatives that develop national TVET capability to deliver competency-based skills programs that meet demands of labour markets and nationally accredited PNG qualifications.

Reporting to the Director Academic PNG the Senior Skills Manager will:

  • Develop and implement activities that include the management, coaching and mentoring of Skills Advisers, APTC Training Coordinators and partner institute training staff.
  • Collaborate with colleagues and partner institutes to facilitate and supervise the implementation of capability development initiatives, agreed projects and curriculum development in addition to ensuring training and delivery requirements comply with the relevant Australian Skills Quality Authority (ASQA) for the delivery of APTC Australian Qualifications and National TVET Regulators as required for the delivery of PNG qualifications.

As our ideal candidate, you must have:

  1. Certificate IV in Training and Assessment TAE40110 including the LLN unit (TAELLN411), assessment unit (TAEASS502) or TAE40116 and a relevant Australian vocational qualification.
  2. Extensive experience in an Australian TVET organisation including management and coordination of teaching teams.
  3. Minimum 5 years combined training, assessment and industry currency.
  4. Highly developed understanding of a range of training packages and industry requirements.
  5. Demonstrated experience in managing the development and application of a full range of teaching and assessment methodologies, customisation techniques and standards.
  6. Demonstrated skills in mentoring and/or coaching others, preferably in a culturally diverse context.
  7. Demonstrated extensive knowledge and experience of 2015 Standards for RTO’s and regulatory framework, ASQA requirements, third party arrangements and proven ability to manage TVET compliance.
  8. Demonstrated superior written and IT skills, and experience in preparing management responses, reports and presentations.
  9. Proven ability to manage others; providing leadership, direction and mentoring to facilitate capability development and support change in a culturally sensitive manner.
