Technical Advisor - Humanitarian Response & Recovery

The position 

The Technical Advisor – Humanitarian Response and Recovery supports the acquisition and implementation of high-quality programs across World Vision Australia, ensuring programs are strategically designed and deliver impactful outcomes aligned with donor priorities, organisational strategy and field office goals to drive meaningful change in the communities we serve. 

Success in this role requires collaboration with internal teams, including acquisition and technical specialists, program management, corporate, as well as other World Vision offices and external partners. 

This role will be at the centre of World Vision Australia’s humanitarian response and recovery effort on delivering timely, life-saving support to communities affected by crises, while helping them recover and rebuild. We work with local partners to provide essential services and restore livelihoods, with a strong focus on protecting the most vulnerable, especially children. 

Key Responsibilities 

  • Develop and execute of business development action plans to strengthen partnerships with the Australian Government, institutional donors, multilateral agencies, bilateral donors, impact investors, development finance institutions, research institutions and the private sector 
  • Actively engage stakeholders to develop a pipeline of opportunities and secure long-term funding to enhance program sustainability. 
  • Provide technical writing for funding decisions, concept notes, grant and tender proposals, and high-quality project designs, including logical frameworks, monitoring and evaluation frameworks, theories of change and narratives  
  • Develop donor briefs and collection of data for pipeline and performance reporting purposes 
  • Provide expertise to improve World Vision project models and programming approaches – focussing on the humanitarian sector - in response to best practices and lessons learned from field implementation, emerging ideas, new technologies, digital solutions, cross-cutting themes and developments from industry and academia 
  • Strengthen organisational knowledge, learning and practice on the humanitarian technical area through involvement in appropriate internal platforms and selected external forums. 
  • Provide technical oversight, advice, training and mentorship, insights and lessons for sector development to support the implementation, monitoring and evaluation, and reporting of projects and programs  
  • Develop relevant technical resources to assist program design and implementation of World Vision programs.  

Who we’re looking for  

As the successful applicant, you will understand key challenges with regards to humanitarian response and have an appreciation of community-led development approaches.  

You will have: 

  • Understanding of working with funding and grant structures and processes of the Australian Government and/or other international organisations 
  • Ability to design solutions
  • Experience with project design and implementation  
  • Experience in knowledge sharing and capacity building  
  • Experience in program development/business development  
  • Experience working in fragile states developing and resource-constrained contexts  
  • Understanding of the donor landscape and key partners the humanitarian sector
  • Ability to work effectively with contractors, research institutes and universities 
  • Creative thinking and technical expertise to identify and design new opportunities 
  • Well-developed stakeholder engagement skills 
  • Collaboration skills especially in cross-cultural contexts 
  • Relevant degree or equivalent experience in relevant sector discipline e.g. international development, international relations, business, management, economics, public health, climate and environment or similar
