ABOUT THE Australian Water Partnership

The Australian Water Partnership (AWP), established in 2015, is the Department of Foreign Affairs and Trade’s (DFAT) global water resource management program, mobilising Australia’s water expertise to support international development and foreign policy objectives. AWP supports a range of activities that draw on Australian expertise to improve water resources management outcomes in partner countries through sharing knowledge and experiences; developing capacity of individuals and organisations; and promoting the adoption of effective policies, practices, and tools.

PURPOSE OF THE POSITION

The purpose of the MEL Advisor is to lead the development and implementation of MEL activities in order to track progress against AWP’s Theory of Change and promote evidence-based decision making and learning within AWP and its partners.

The MEL Advisor will develop and implement a Partnership level monitoring, evaluation and learning plan, including data collection, collation, analysis, reporting, and learning events and products.

DUTIES

  • Develop a MEL Plan in accordance with the MEL Framework.
  • Lead implementation of the MEL Plan, and its reviews and updates.
  • Provide user-friendly and outcome-oriented methodologies and MEL tools.
  • Provide MEL support to ensure Activity-level MEL Plans and activities nested within the whole-of-program MEL Plan.
  • Implement a quality reflection, learning, and adaptation cycle.
  • Facilitate and manage development and implementation of a program data and management information system (MIS).
  • Plan and lead outcomes harvesting processes.
  • Oversee collection of baseline data, including collect this data where required.
  • Provide training on MEL to AWP core team members and activity managers/teams if required.
  • Draft AWP six-monthly and annual progress reports, and completion report.

QUALIFICATIONS AND EXPERIENCE

The ideal candidate will have the following skills, competencies and experience:

  • A minimum of 10 - 15 years of experience in the design and implementation of M&E in development projects.
  • Experience working with DFAT and/or on DFAT-funded programs, and experience working in the Indo-Pacific, are desired.
  • Excellent stakeholder engagement and communication skills including internal and external stakeholders in Australia and in partner countries.
  • Excellent organisational and project management skills, including an ability to initiate and follow up tasks, delegate, prioritise and monitor progress, manage a team to achieve targets and outcomes.
  • Social science research skills including to collect and understand the evidence from a range of sources, data collection and survey development skills, testing the efficacy of one intervention against another, identify progress against outcomes, and understanding the limits around causal inference.
  • Data analytical skills to determine whether and how the program is tracking against its outputs and outcomes, and against its annual workplan and strategies.
  • Training & facilitation skills, including ensuring that learning events are engaging and dynamic, and achieving desired outcomes.
  • Strong communication skills with an ability to communicate with diverse audiences using multiple channels and to communicate results to people without technical backgrounds.
