Australian Infrastructure Financing Facility for the Pacific Support Unit

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) finances quality, climate resilient infrastructure projects in the Pacific and Timor-Leste. The AIFFP is in the process of preparing, approving, and implementing a significant pipeline of projects to support the PNG power sector. The pipeline includes 5 major projects totalling up to US$252 million. Implementation of these projects will be the responsibility of PNG Power Ltd (PPL). The Team Leader will oversee the planning and implementation of these projects. Each project will have a project management unit (PMU) set up within PPL to manage implementation.

The AIFFP’s overarching objective is to advance Australia’s national interests by contributing to a stable, secure and prosperous Pacific and Timor-Leste. Its 3 high-level outcomes, which together contribute to this objective, are:

  • Pacific countries and Timor-Leste have increased access to capital to support quality, resilient and inclusive economic infrastructure;
  • Australia delivers infrastructure financing that meets the development needs of partner countries; and
  • Australia is a partner of choice for financing infrastructure in the Pacific and Timor-Leste.

The Support Unit is designed to provide AIFFP with timely, responsive, flexible, and efficient expertise to support the effective design and implementation of investments. This will enable AIFFP to make informed decisions, comply with DFAT and AIFFP policy, and deliver quality impacts that maximise development outcomes. By coordinating the delivery of Australia’s development activities through one cohesive delivery team, the Support Unit aims to enhance coherence between activities, mainstream cross-cutting issues, create administrative efficiencies, streamline contracting and management processes, and facilitate knowledge sharing and actions on lessons learned.

Through this innovative approach, we expect to achieve stronger development results for the people of the Pacific and Timor-Leste.

Key responsibilities

This role offers a unique opportunity to shape the future of infrastructure in PNG through strategic leadership and collaboration. Some key responsibilities include:

  • Enable and oversee the development of activity and project management protocols to ensure effective working relationship between AIFFP, contractors, consultants, and other stakeholders to deliver a range of outputs and services.
  • Facilitate effective communication on all aspects of delivery and manage any issues in a timely and constructive manner.
  • Supervise the performance of reporting staff, providing clear direction, regular monitoring, and feedback on performance.

Selection criteria

We are looking for an experienced and collaborative leader with:

  • Strong background in program management, infrastructure financing, or international development.
  • Understanding of infrastructure development processes and financing mechanisms.
  • Familiarity with DFAT policies, Commonwealth Procurement Rules, and development finance institutions.
  • A relevant tertiary qualification in infrastructure development, construction or project management, engineering, economics, public policy, finance, business administration, or international development.
  • Demonstrated ability to coordinate multiple activities across different countries and work-streams.
  • Experience in relationship building, stakeholder engagement, and government advisory roles.
  • Experience with public sector/ADB/World Bank or similar procurement, financial modelling, or economic development project frameworks is highly desirable.
