The Opportunity:

As the Program Director, you will join our Team Leader forum to engage in leading thinking and practices with your peers and benefit from the Forums knowledge, experience and practical support. You will also represent Tetra Tech at the highest levels and become a Tetra Tech Ambassador.

As the Program Director, you will lead the Humanitarian Logistics Capability (HLC) program and team, ensure the effective implementation of program strategies and fostering a culture of high performance and inclusivity. You will engage with key stakeholders, including the Department of Foreign Affairs and Trade (DFAT) and various humanitarian partners, to build collaborative relationships that drive impactful program delivery. Your leadership will be instrumental in developing innovative solutions to complex logistical challenges, ensuring that the HLC remains agile and responsive in a rapidly evolving global context.

You will also be responsible for setting the strategic vision for the program, aligning operational activities with organisational goals, and ensuring that the HLC is recognised as a trusted partner in humanitarian response efforts. Your role will involve mentoring and developing team members, promoting professional growth, and ensuring that the team is equipped with the necessary skills and resources to excel in their roles.

The Program: Humanitarian Logistics Capability

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 50,000 people.

The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Greening, Localisation, Innovation, Partnerships and Indigenous engagement into all operations and activities

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your role:

  • Provide high-level direction and oversight of all HLC governance and management activities, ensuring accountability and transparency in operations;
  • Develop and implement comprehensive strategies, policies, and procedures to enhance program effectiveness across logistics planning, procurement, and operational support;
  • Lead the program team providing direction and clarity, whilst fostering an inclusive and psychologically safe environment that encourages learning, innovation, and collaboration within the team;
  • Engage strategically with stakeholders to ensure alignment with Australia’s International Development Policy and Humanitarian Strategy, advocating for the needs of affected populations;
  • Lead the development of operational concepts and provide strategic logistics advice to support effective response planning and execution;
  • Monitor and evaluate program performance, utilising data-driven insights to inform decision-making and continuous improvement;
  • Cultivate and maintain strategic partnerships with key stakeholders, including government agencies, NGOs, and international organisations, to enhance coordination and collaboration in humanitarian efforts;
  • Represent HLC in high-level meetings and forums, articulating the program’s vision, achievements, and challenges to diverse audiences;
  • Oversee budget management and resource allocation to ensure the efficient use of funds and alignment with program objectives; and
  • Lead capacity-building initiatives, providing training and support to team members and partners to strengthen logistics capabilities and enhance operational readiness.

About You

You are a strategic thinker with extensive senior experience in humanitarian or development program management. Your proven ability to lead diverse teams in complex environments allows you to navigate challenges effectively. You possess strong relationship-building skills and a deep understanding of international development policy, enabling you to connect strategy with practice seamlessly.

You will possess:

  • Proven experience in creating high-performing teams and programs that align with Australia’s International Development Policy.
  • Strong analytical and problem-solving skills, with the ability to think strategically and operationalise plans effectively.
  • Excellent communication skills, with the ability to convey complex information clearly and persuasively to diverse audiences.
  • A comprehensive understanding of logistics operations, procurement processes, and supply chain management within humanitarian contexts, would be advantageous.
  • Experience in budget management and financial oversight, ensuring compliance with organisational policies and donor requirements.
  • High levels of personal initiative, resilience, and the ability to work under pressure in rapidly changing environments.
  • Cultural sensitivity and the ability to navigate politically complex contexts with professionalism and respect.
