The Opportunity:

The Humanitarian Logistics Capability (HLC), based in Brisbane, is a cornerstone of Australia’s rapid and coordinated humanitarian action across the Indo-Pacific. As the Partnerships and Performance Lead, you will play a pivotal leadership role in shaping how the HLC collaborates, learns, and delivers impact.

You will lead a multidisciplinary team responsible for cross-cutting priorities, such as Gender Equality, Disability and Social Inclusion (GEDSI), localisation, greening, innovation, and Indigenous engagement, while also overseeing strategic partnerships, performance systems, and communications. Your work will ensure that HLC’s operations are inclusive, evidence-driven, and aligned with Australia’s development priorities.

The Program: Humanitarian Logistics Capability (HLC)

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 50,000 people.

The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Greening, Localisation, Innovation, Partnerships and Indigenous engagement into all operations and activities

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your role:

  • Lead a team of functional specialists, across the areas of partnerships, GEDSI, MERL and Communications and Public Diplomacy throughout the program’s delivery.
  • Manage and oversee the integration of cross-cutting themes and priorities into all the HLC operations and responses.
  • Develop and manage strategic partnerships across the Indo-Pacific to enhance the last mile delivery and visibility.
  • Supervise the development of monitoring systems, research and information systems.
  • Champion the HLC’s communication and public diplomacy strategy
  • Collaborate with DFAT, humanitarian partners and local actors to align efforts and amplify impact.

About You

  • You are a strategic leader with deep experience in humanitarian or international development programming. Your previous technical experience might be in MERL, GEDSI, Localisation or Communications. You thrive in complex environments and are skilled at building inclusive systems that drive real impact. You bring a collaborative spirit, a sharp analytical mind, and a commitment to learning and innovation.

You will possess:

  • Demonstrated senior experience in managing or work on humanitarian or development programs.
  • Proven ability to lead multidisciplinary teams and build a culture of high performance
  • Strong understanding and expertise in cross-cutting themes e.g. GEDSI, localisation and innvoation.
  • Advanced project and resource management skills, including planning and reporting.
  • Strong analytical and problem-solving skills, with the ability to develop and implement effective strategies.
  • Excellent interpersonal and communication skills, with the ability to engage and influence stakeholders at all levels.
  • High levels of personal initiative, resilience, and the ability to work effectively in challenging environments.
  • High degree of cultural and political sensitivity, with the ability to navigate diverse contexts.
