The opportunity

As the Contracts and Procurement Manager, you will play a central role in ensuring the Humanitarian Logistics Capability (HLC) is ready to respond to crises with speed, precision, and care. You will lead procurement and contracting operations, manage supplier relationships, and ensure compliance with Commonwealth Procurement Rules (CPRs) and DFAT standards.

Reporting to the Humanitarian Logistics Lead, you will oversee the procurement of humanitarian relief supplies, manage contracts and framework agreements, and support logistics planning and coordination. You will also contribute to the development of procurement strategies that are responsive, inclusive, and environmentally conscious.

The Program: Humanitarian Logistics Capability

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 55,000 people.

The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Greening, Localisation, Innovation, Partnerships and Indigenous engagement into all operations and activities

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your Role:

  • Lead and manage all procurement and contracting activities, including emergency and preparedness procurements.
  • Develop and implement procurement strategies that balance cost, quality, timeliness, localisation, and environmental impact.
  • Manage supplier relationships and establish framework agreements for key humanitarian commodities.
  • Provide procurement and logistics advice to DFAT and partners during response planning and operations.
  • Ensure compliance with procurement policies and maintain audit-ready records.
  • Support coordination between warehousing and procurement teams to maintain optimal stock levels.
  • Incorporate Gender Equality, Disability and Social Inclusion (GEDSI), localisation, and sustainability into procurement practices.

About You:

You are a procurement and contracts professional, ideally with experience in humanitarian or development contexts. You thrive in fast-paced environments and bring a collaborative, solutions-focused approach to your work. You understand the importance of getting the right goods to the right people at the right time—and doing so with integrity and care.

You will have:

  • Significant experience managing end-to-end procurement and contracting, ideally in humanitarian or emergency settings.
  • Strong knowledge of Commonwealth Procurement Rules and supply chain management.
  • Experience leading teams and fostering high-performance and inclusive cultures.
  • Excellent stakeholder engagement and communication skills.
  • A commitment to inclusive, ethical, and environmentally responsible procurement practices.
