The Positive Behaviour Management Technical Advisor [International] will, broadly:
- Conduct a desktop review of all existing programs and related documentation pertaining to Positive Behaviour Management including Development Partner planned activities.
- Develop a strategic frame work that will:
- Reflect all relevant policies and programs and how they will be integrated into the Framework
- Work with MEYS Development Partners who have planned activities in this area to understand how these will all best fit with MEYS vision for Positive Behaviour Management and the funding provided by them for these activities.
- Develop a Model that is set to global and regional standards that includes:
- how Positive Behaviour Management fits with Tuvaluan cultural values;
- how it reflects the Mission, Vision, values and principles of MEYS- Education Department
- how Positive Behaviour Management integrates into the curriculum;
- links to community;
- how it supports skills and attitude development and other identified key elements
- Program rationale;
- Implementation Guidelines (including processes; delivery timelines; delivery strategies/pedagogies; any assessment and reporting requirements; staff skills);
- Program/s (including school and teacher / community training programs); program resources; community engagement resources and communications plan (as appendices)

Key responsibilities include:
Provide technical assistance to the Ministry of Education, Youth and Sports, through TULEP to:
- Develop a comprehensive Positive Behaviour Management strategic framework,
- Develop a costed implementation plan for the strategy
- Develop a program to implement the strategic framework in Schools and their communities, that includes:
- training packages
- resource materials
- Community engagement packages and comms
- Develop and deliver public awareness programs and community outreach with parents, caregivers, churches and community leaders
- develop orientation modules for various audiences (school administrators, parents’ associations, school boards, child protection school focal points, etc.) to implement the Positive Behaviour Strategy/Program
- Train, mentor and support the work of the Positive Behaviour Management Local Consultant in collaboration with MEYS
- Support TuLEP and Ed Dep to ensure child wellbeing and safety is consider in all aspects of TuLEP from design to implementation.
- Supporting TuLEP to monitor impacts of the Positive Behaviour Management Strategy/Program
Candidates will be evaluated based on the following criteria:
- Education. Must have an advanced degree (Master’s Degree or equivalent experience) in Education (or a related field) from a recognised and reputable institution. Otherwise, a Degree/ in another related specialty and a proven record in Education for not less than ten years.
- Experience. Experience of at least five years of relevant program content development and technical writing skills and implementation, including classroom experience, coaching, and/or school inspection. Experience in counselling or other related support roles would be desirable and community consultation, as well as good knowledge of the newest pedagogies and best practices in Positive Behaviour management.
- Skills and Knowledge. Experience in working in the Pacific context, capacity building role, and working with other projects financed by developmental partners in education
