About the Leaving Violence Program

From 1 July 2025, Telstra Health will deliver the Leaving Violence Program (Program), a nationally funded initiative by the Australian Government. The Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.

The service operates Monday to Friday, 8:30 am to 5:30 pm (local time) across all Australian states and territories, excluding national public holidays. This nationwide structure ensures comprehensive coverage across all time zones.

Our Commitment and Program Principles

The Program is underpinned by four main principles:

  • Trauma-informed - Individuals receive a trauma-informed, person-centred service.
  • Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.
  • Accountable – Telstra Health is responsible and transparent to the Department of Social Services
  • Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.

The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and person-centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.

What’s the opportunity?

The Leaving Violence Program Support Manager is instrumental in driving the effective management of Leaving Violence Program financial processes, workforce planner, partner engagement and program operations, while ensuring compliance with regulatory reporting requirements. By forging strategic relationships across internal team, external accreditation and program partners, the Leaving Violence Program Support Manager helps optimise service reach, impact, and integrity, while enhancing the overall impact of the Leaving Violence Program on victim-survivors.

About the role

The key responsibilities include:

Strategic Contribution

  • Participate in management team meetings and planning forums, contributing data, insights, and operational perspectives that inform the strategic direction of the Program.
  • Align operational processes and practices with broader organisational goals and regulatory changes, ensuring the Program remains compliant, impactful, and sustainable.
  • Identify opportunities for innovation, efficiency, or expanded reach within the Program, preparing recommendations and proposals that support the continuous evolution of the Program.

Financial Management

  • Prepare and deliver accurate, timely financial reports in accordance with internal policies, funding agreements, and regulatory standards.
  • Work closely with the Group Financial Controller to track budget utilisation and manage cost efficiencies
  • Support audits and compliance reviews related to financial activities, ensuring transparency and accountability in fund management.

Relationship Management

  • Build and nurture effective partnerships with accredited service providers, external funders, and program collaborators to ensure a unified and coordinated service delivery approach.
  • Facilitate clear communication channels between internal stakeholders and external partners, ensuring expectations, roles, and responsibilities are understood and aligned.

Workforce Planning

  • Lead workforce planning initiatives, including resource allocation, rostering, and capacity assessments, to ensure optimal staff coverage and service responsiveness.
  • Collaborate with People & Culture or HR teams to support recruitment planning, onboarding, and professional development that aligns with trauma-informed service delivery.
  • Monitor workforce metrics and trends (e.g., turnover, capacity gaps, leave patterns), adjusting operational plans to maintain service continuity.

Program Management

  • Coordinate regional and priority population program delivery to ensure consistency, efficiency, and responsiveness to the needs of victim-survivors across various sites.
  • Integrate insights from lived experience advisory groups or feedback mechanisms to shape program improvements, ensuring services remain survivor-centred and culturally responsive.
  • Maintain program documentation, including implementation plans, operational guides, and reporting tools, supporting effective service delivery and accountability.

Leadership & Workforce Capability

  • Develop, Lead and support your team to deliver impactful services to those working within the Leaving Violence Program.
  • Lead your team to create a one team culture to meet business objectives with strong employee engagement
  • Performance management of individuals who are not performing in their role.

Health, Safety & Wellbeing

About you

Qualifications

  • Bachelor's degree in Finance, Business Administration, Social Work, or a related field.
  • Professional certifications in project management, financial management, or relevant areas are desirable.

Experience

  • 7+ years of experience in financial management, program management, or a related field, ideally within community services or healthcare.
  • Demonstrated experience in program operations, financial administration, or service delivery in a human services context.
  • Proven track record of managing budgets and ensuring compliance with reporting requirements.
  • Experience in relationship management, particularly in engaging with service providers and external stakeholders.
  • Proven ability to manage complex partnerships and contribute to service planning and monitoring.
  • Strong analytical, problem-solving, and reporting skills, including use of data to inform decision-making.
  • Excellent communication and stakeholder engagement abilities, including the capacity to influence across diverse teams and organisations.
