About the Leaving Violence Program

From 1 July 2025, Telstra Health will deliver the Leaving Violence Program (Program), a nationally funded initiative by the Australian Government. The Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.

The service operates Monday to Friday, 8:30 am to 5:30 pm (local time) across all Australian states and territories, excluding national public holidays. This nationwide structure ensures comprehensive coverage across all time zones.

Our Commitment and Program Principles

The Program is underpinned by four main principles:

  • Trauma-informed - Individuals receive a trauma-informed, person-centred service.
  • Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.
  • Accountable – Telstra Health is responsible and transparent to the Department of Social Services
  • Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.

The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and person-centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.

What’s the opportunity?

The Senior Risk & Quality Manager leads first-line risk and fraud management for the Leaving Violence Program, ensuring alignment with the Program Risk Management Plan and Telstra Health’s Risk Management Framework.

The key responsibilities include:

Risk & Fraud Management

  • Oversee and lead the identification, assessment, and documentation of risks across the Program. 
  • Support risk owners to develop, implement, and monitor appropriate risk treatments and controls. 
  • Monitor the Program Risk Register, ensuring risks are accurately recorded, updated, and aligned with enterprise frameworks and risk taxonomies. 
  • Ensure risk management activities are aligned with the enterprise Risk Management Framework and Program Risk Management Plan, policies, appetite, and governance expectations. 
  • Oversee and lead risk reviews and risk workshops within the business as required. 
  • Provide advice and guidance to staff and management on risk management processes, standards, and tools. 
  • Monitor the effectiveness of controls and work with process owners to facilitate improvement measures over control design and operating effectiveness. 
  • Identify emerging risks and escalate issues, control weaknesses, or material risk events to management and second line functions as appropriate. 
  • Partner with the second line Telstra Health Risk & Compliance team to support independent oversight and assurance processes. 
  • Support incident and issue management processes by helping risk owners assess impacts, determine root causes, and implement corrective actions. 
  • Promote a proactive risk-aware culture across the business unit through training, communication, and continuous engagement. 
  • Monitor the effectiveness of fraud-related controls and support control owners in implementing improvements. 
  • Oversee / review data analytics and monitoring techniques to detect anomalies, trends, or red flags, and feed insights into continuous fraud risk improvement initiatives. 
  • Maintain alignment to the Telstra Health Fraud Control Framework and relevant policies. 
  • Promote fraud awareness and education across the business unit to support a culture of integrity and vigilance. 

Quality Assurance & Compliance 

  • Ensure full compliance with Telstra Health’s Leaving Violence Program Quality Management Plan, developed in alignment with the Commonwealth’s and the Department of Social Services Quality Assurance Framework. 
  • Support the implementation and maintenance of quality management practices across operational, technology, and business service functions. 
  • Contribute to defining and achieving quality management goals and objectives in collaboration with internal and external stakeholders. 
  • Apply agreed quality criteria and standards to all deliverables and operational processes. 
  • Clearly understand and fulfill assigned roles and responsibilities within the quality framework, and support others in doing the same. 
  • Monitor and evaluate performance using defined quality metrics, performance thresholds, and acceptance criteria. 
  • Implement quality control measures, using appropriate tools and methods to track and assure the quality of outputs. 
  • Participate in scheduled quality assurance activities to proactively identify issues, prevent defects, and support continuous compliance throughout the program’s operational phase. 
  • Contribute to a culture of continuous improvement by incorporating stakeholder feedback, lessons learned, and best practices into ongoing service delivery and quality processes. 

Governance & Reporting 

  • Prepare regular risk reports for leadership, highlighting key risks, control gaps, treatment progress, and any changes in risk exposure. 
  • Prepare fraud risk reporting for business unit leadership, including control testing results, emerging risks, and trend analysis. 

Stakeholder Collaboration and Communication 

  • Work closely with the Enterprise Risk & Compliance internal team to ensure a consistent and integrated approach to risk and quality management across the Leaving Violence Program. 
  • Communicates risk insights and resiliency strategies clearly and effectively. 
  • Builds relationships to promote a culture of risk awareness. 

Leadership & Workforce Capability  

  • Develop, Lead and support your team to deliver impactful services to those working within the Leaving Violence Program. 
  • Lead your team to create a one team culture to meet business objectives with strong employee engagement 
  • Performance management of individuals who are not performing in their role  

Training and Support 

  • Provide expert guidance, training, and support to staff on risk and quality systems, fostering a culture of safety, accountability, and continuous learning. 
  • Provide expert advice and oversee all Risk and Quality educational material designed for the staff working for within Leaving Violence Program. 

About you

To succeed in this role, you will need to meet the following:

Qualifications

  • Tertiary qualification in one of the following fields: Risk Management, Governance, Law, or Business Administration 

Experience

  • 7+ years in the risk and quality field. 
  • Strong leadership capabilities with experience in managing and mentoring a team.
  • Strong analytical, evaluative, and report-writing skills, with experience in using data for continuous improvement and the ability to manage competing priorities and deliver under pressure. 
  • Excellent communication, interpersonal, and stakeholder engagement skills, including influencing across diverse teams and external partners. 
  • Proactive, resilient, and commercial, with a strong ability to navigate complex matters and make informed decisions.
  • Excellent knowledge of business and risk exposures.
  • Strategic thinking and demonstrated experience in managing compliance frameworks.
  • Excellent problem-solving skills, logical reasoning, setting priorities, developing goals, motivating and training employees, and analysing, organising, and presenting complex information.
