Assist the General Secretary in overseeing the day to day management of the business operations of the State School Teachers' Union of Western Australia, supporting 17,000 educators.

Duties & Responsibilities under the direction & supervision of the General Secretary:

People Management & Development:

  • Recruitment & selection of administrative personnel
  • Manage the drafting and provision of staff contracts.
  • Review, recommend and develop HR Policies & Work Practices.
  • Supervision of work flow for administrative staff.
  • Assess staffing levels for administrative staff and recommend as appropriate.
  • Authorise leave forms for administrative staff in accordance with the SSTUWA Clerical Staff Agreement.
  • Review and monitor OS&H policies and procedures, call regular meetings with OS&H & First Aid Officers.
  • Conduct Performance Management appraisals for administrative staff in accordance with the SSTUWA Clerical Staff Agreement.
  • Recommend appropriate Professional Development training for Administrative Staff.
  • Coach and mentor staff.

 Commercial & Financial

  • Supervision of Financial Accounting & Payroll Personnel.
  • Input to budget planning in relation to forecast on staffing levels, insurance premiums & the purchase of capital expenditure.
  • Monitor of cash flow.
  • Monitor of investment funds, make recommendations to improve the financial viability of the business
  • Attend Finance Committee meetings.
  • Monitor the Unions Superannuation Scheme.
  • Make recommendations regarding the allocation of sponsorship money against expenses.
  • Monitor claims and negotiate annual premiums with Insurance Brokers.
  • Secure quotes and make recommendation for the purchase and disposal of Union Vehicles.
  • Purchasing/hire and monitoring the depreciation of equipment.
  • Allocate and oversee usage of mobile phones and iPads for Industrial Officers and authorised staff.
  • Authorise and check fortnightly wages for staff.
  • Monitor leave accruals.
  • Ensure Policies and Procedures are developed and updated in compliance with the Union’s Governance.
  • Manage relationships with the Unions’ external Accountant and Auditors.
  • Supervise Accounting Operations.

Membership Services & Other Duties

  • Attend weekly Senior Officers meetings.
  • Oversee the preparation, outsourcing of printing and distribution of union documents to membership base.
  • Adhere to the Rules of the SSTUWA, particularly in relation to meeting election compliances and membership entitlements.
  • Become competent in the processes and utilisation of the membership database
  • Monitor the cleaning, maintenance, repairs and upgrade of the Union building and liaise with tenants and organise relevant tradespeople accordingly.
  • Regular meetings with Administrative departments.
  • Liaise with external IT Consultant & attend monthly meetings with the IT team.
  • Manage the execution of contracts and tender submissions
  • Ensure service provider contracts are current.
  • Other duties as directed by the General Secretary and Senior Officers.

Essential Criteria

  • Tertiary qualification (Accounting, Business Management or Human Resources).
  • Extensive experience with a minimum of five years' experience in a similar role.
  • Solid experience in HR Management and implementation of HR Policies and Procedures.
  • Demonstrated high level of organisational skills.
  • Superior and effective interpersonal skills and the proven ability to communicate at all levels of business.
  • Highly developed time management skills with the ability to prioritise competing demands and meeting deadlines.
  • Working knowledge of commercial and contractual obligations.
  • Practiced knowledge and application of finance and accounting functions.
  • Proven decision making, problem solving, conflict resolution and negotiation skills.
  • Commitment to Union principles and values.

Desirable Criteria

  • Previous work experience in an Education/Union/Government Environment.
  • Experience working in a member based and/or not for profit organisation.
  • Experience in an environment of cultural, organisational and process improvement.
  • Understanding of contract management and procurement procedures.
