ORGANISATIONAL OVERVIEW:

St Kilda Police & Citizens Youth Club (PCYC), established in 1947, is a for-purpose, community-based organisation committed to empowering young people, particularly those from disadvantaged backgrounds. Our mission is to ‘Empower Youth for Life’ and we provide access to a wide range of programs designed to foster personal development, emotional well-being, and essential life skills.

We offer a variety of activities, including arts, sports, educational workshops, and mental health support, all aimed at building confidence, resilience, and a sense of belonging. Our programs are designed to address the unique challenges faced by at-risk and marginalised youth, helping them to overcome barriers and create brighter futures. In addition to our core youth programs, we provide vital services such as homework assistance, job application support, and connections to mental health professionals, including staff from headspace.

St Kilda PCYC also operates a fully equipped gym, which is available to all members of the community, including vulnerable groups, to promote health, fitness, and overall well-being. Our organization is a trusted community hub that has been supporting youth and community for over 75 years, providing holistic support through a variety of programs and partnerships with other local services and local councils.

ROLE BACKGROUND:

Our organisation is currently preparing a comprehensive 3-year Strategic Plan that’ll clearly articulate the vision, pathway, and provide the steps to expand our organisation as the Peak statewide Body for PCYC’s in Victoria.

The role will work closely with our CEO in the early stages of developing key policy items for this plan, more specifically, in identifying key Youth Policy & Program priorities facing the current Victorian State Government.

This is particularly focused on the Victorian Government’s Policies such as;

  • Safety & Wellbeing
  • Supporting young people’s health
  • Achievement of young people’s goals through education, training, and employment
  • Mental Health & access to those services, financial stability, homelessness and the cost-of-living crisis

RESPONSIBILITIES:

  • Identify Victorian Government policy positions related to the items listed above
  • Identify and respond to new and emerging policy issues affecting young people
  • Work closely with the CEO in developing the policy priorities and embedding them into the new strategic plan
  • Develop and maintain effective relationships with internal and external stakeholders, to ensure successful policy identification

KEY SELECTION CRITERIA:

Mandatory

Multiple years of experience in policy development with an understanding of the Victorian Government Policy environment, preferably regarding Youth, however, this is not essential

Professional

  • High level analytical skills in the identification and formulation of government policy priorities
  • An understanding of how a community and NFP/Charity runs
  • Demonstrated experience in campaigning, influencing and advocacy

Personal Attributes

  • Commitment to helping disadvantaged children, civic participation and sharing in the vision, mission and values of St Kilda PCYC
  • Understanding of issues facing young people and ability to engage a diverse range of people in policy development
  • Ability to manage projects with tight deadlines in a timely manner
  • High level interpersonal skills to build relationships with volunteers, staff and stakeholders
  • High level written communication skills including report writing and plain English usage

SPECIFIC RESTRICTIONS/CONDITIONS:

  • Must be physically capable of carrying out administrative duties;
  • Commencement is subject to being onboarded as a St Kilda PCYC Volunteer initially.
