A motivated and community-focused leader who brings a passion for inclusive community development and a proven track record of managing people, programs, and operations. The ideal candidate will be highly organised, adaptable, and capable of working strategically while managing day-to-day responsibilities within a part-time role.

They will have strong interpersonal and communication skills, enabling them to build positive relationships with staff, volunteers, partners, and community members. With experience in team leadership, financial oversight, and compliance, they will be confident in guiding Span’s continued growth and impact. A collaborative mindset, a commitment to equity and sustainability, and a hands-on approach to problem-solving are essential, along with an understanding of the values underpinning neighbourhood houses. .

ABOUT THE ROLE

The Manager is responsible for the effective operational leadership of Span Community House, ensuring it functions as a welcoming, inclusive, and thriving hub for the community.

Working closely with the Board, the Manager implements the organisation’s strategic plan and leads the delivery of programs and services, including environmentally sustainable initiatives that reflect community needs and priorities. The role also includes managing finances, staff, facilities, and partnerships, and ensuring compliance with relevant policies, regulations and safety standards.

This 0.8 FTE role requires strong skills in prioritisation, delegation, and relationship-building, supporting Span’s mission and contributing to the achievement of its strategic goals through high quality day-to-day management.

KEY RESPONSIBILITIES

1. Operations and Administration (25%)

  • Oversee the smooth and efficient day-to-day operations of Span Community House.
  • Develop, implement, and maintain clear administrative systems, policies and procedures.
  • Supervise the coordination of use of spaces and resources for programs and venue hire.
  • Manage organisational records, the asset register, and IT systems.
  • Ensure that all operational activities align with Span’s values, policies, and procedures.
  • Ensure maintenance of the membership data base. Including its compliance and currency of the Constitution.

2. Staff and Volunteer Management (20%)

  • Lead, support and oversee the team of staff, tutors, volunteers and contractors.
  • Coordinate recruitment, onboarding, training, supervision, and performance reviews.
  • Ensure all roles have clear responsibilities and up-to-date job descriptions.
  • Maintain HR records and ensure compliance with employment and volunteer regulations.
  • Foster a supportive, positive, inclusive, and development-focused team culture.

3. Community engagement and program delivery (20%)

  • Ensure Span remains a welcoming, inclusive, and responsive community hub.
  • Identify community needs through engagement, data, and consultation.
  • Develop and evaluate diverse programs and initiatives, including sustainability projects.
  • Apply community development principles to ensure programs are equitable and relevant.
  • Seek opportunities for new initiatives based on emerging needs and strategic priorities.

4. Financial Management and Compliance (15%)

  • Work with the Treasurer and bookkeeper to develop and manage the annual budget and financial processes.
  • Maintain robust financial systems and ensure timely reporting and acquittals as required.
  • Work with bookkeeper to process payroll, accounts payable and accounts receivable.
  • Identify and pursue funding opportunities through grants and partnership contracts and ensure compliance.
  • Report on a regular basis to the Board of Directors and provide reports on matters as required.
  • Support preparation of the Annual Report and its presentation at the AGM.
  • Contribute to audit and compliance requirements.
  • Ensure Span meets all legal, funding, and regulatory obligations.
  • Organise an Annual General Meeting in compliance with the Constitution.

5. Facilities and Safety (10%)

  • Maintain a clean, safe, secure, and functional and well-maintained physical environment.
  • Ensure all equipment and systems meet relevant safety and licensing requirements.
  • Oversee compliance with Occupational Health and Safety (OHS) standards and incident procedures.

6. Partnerships and Promotion (5%)

  • Maintain collaborative relationships with key stakeholders, including Council, funding bodies, networks, and service partners.
  • Represent Span in local networks and community events to promote engagement and partnerships.
  • Implement marketing strategies to raise awareness and support participation in programs and activities.

7. Strategic Planning Support (5%)

  • Contribute to the development, implementation and review of Span’s strategic plan.
  • Provide operational insights and reporting to the Board to support informed decision making.
  • Assist with policy review and development to ensure alignment with strategic goals and legislative requirements.

KEY SELECTION CRITERIA:

Essential:

  • Relevant experience in community development or the community sector using a strength-based approach, including program development and evaluation.
  • Proven ability to plan, prioritise, and manage a complex workload effectively within part-time hours, with strong delegation skills.
  • Experience in supervising and supporting staff and volunteers, fostering a positive and productive team environment.
  • Demonstrated ability to develop and maintain partnerships with a range of stakeholders and represent the organisation effectively.
  • Understanding of financial reporting, funding submissions, and compliance requirements.
  • A tertiary qualification in education, business, community development, or a related field, and/or significant relevant experience.

Desirable:

  • Knowledge of, and experience in, the Neighbourhood House and Adult Community Education sector.
  • Experience reporting to a Board of Management or similar governance structure.

Checks:

  • Working with Children Check (or willingness to obtain).
  • Police Check (or willingness to undergo).
  • First Aid Certificate (to be kept current, or willingness to obtain).
