The Director of Engineering Services will be responsible for the overall management of the Ministry of Infrastructure and Sustainable Energy (MISE) engineering departments, which includes civil and construction works, architecture and design, and quality assurance including services related to energy and water and sanitation. The Director will support the delivery and implementation of MISE organisational capacity development plan including the development of local staff capacity. He or she is required to draft cabinet papers, provide strategic planning and spearhead ministerial (and often national) policies.

You will be accountable to, and managed by Secretary of Ministry of Infrastructure and Sustainable Energy

This role is expected to commence in November for a period of 12 months.

Key Objectives:

  • Ensure the government is provided with prompt and accurate technical advice/guidance relating to infrastructure development
  • Civil construction and other infrastructure projects are reviewed in terms of technical inputs, structural integrity, safety and economic value to Kiribati before, during and after implementation
  • Lead the Public Works Division which consists of the Civil Engineering Unit, Water & Sanitation Engineering Unit, Energy Planning Unit, Building & Furnishing Unit, Architectural Unit, and Cost Engineering Unit

Selection Criteria:

  • Degree (Master Degree preferred) in Civil Engineering

Skills and Experience:

  • At least 10 years of experience as an Infrastructure Civil Engineer overseeing and managing civil infrastructure construction and building construction
  • Proven ability to review the design and costing for civil infrastructure, building construction and work closely with stakeholders to make needed adjustments before actual project implementation
  • Proven experience within project and complex contract management for Civil Engineering projects, including procurement
  • Proven senior level experience in infrastructure engineering for key projects in the Pacific region
  • Proven experience in the management and capacity building of civil engineering teams, providing guidance, mentorship and professional development support
  • High level analytical skills with the ability to apply sound judgement and negotiate to achieve outcomes
