About Us:

The Great Barrier Reef Traditional Owner Taskforce (ReefTO) is a Traditional Owner-led, grassroots initiative that honours the decades of work by Elders to assert their cultural authority and rights to sea country and to drive genuine partnerships across the Reef.

In doing so, we aim to achieve Traditional Owners’ aspirations for the health, management and protection of the Reef and interconnecting Country. We’re not just asking for a seat at the table, we’re building our own.

ReefTO has three key objectives over the next 2-3 years:

  • Engage with Traditional Owners to establish a Sea Country Alliance.
  • Oversee strategic policy and capacity building actions in the TO Implementation Plan.
  • Monitor and report on the delivery of actions in the TO Implementation Plan.

ReefTO is hosted by Pollination Foundation until a Sea Country Alliance is set up.

The Opportunity:

This role will drive one of the Taskforce’s three key objectives – gathering insights and feedback from Reef Traditional Owners on how they think agencies, organisations, industry stakeholders, and other organisations (including ReefTO) are going with the delivery of actions in the TO Implementation Plan.

Reporting directly into the General Manager and collaborating closely with the Programs and Engagement teams, you’ll be an integral part of creating systemic change in and around the Reef.

Roles and Responsibilities Include:

Develop and lead implementation of a simple and effective approach to measuring and evaluating ReefTO’s impact

  • Lead ReefTO’s monitoring and evaluation efforts to ensure all our programs and objectives are measured effectively and our impact is maximised.
  • Develop and implement fit-for-purpose evaluation and impact frameworks, analyse data to assess program effectiveness, and report regularly on the impact of our initiatives and indicators to evaluate program effectiveness.
  • Prepare an annual Impact Report to communicate how ReefTO is making a difference through its programs and initiatives, and to report on progress towards ReefTO’s three key objectives.

Lead the development of an annual “scorecard” that communicates a holistic view of how Reef Traditional Owners feel about delivery of the TO Implementation Plan

  • Engage with agencies, organisations and industry stakeholders that are involved in delivering the TO Implementation Plan to gather data on progress, including how actions are being delivered through policies, plans, programs, funding commitments and other initiatives.
  • Interpret and integrate information gathered from different sources to compile an evidence base for supporting progress and impacts.
  • Work alongside Reef Traditional Owners (through the Programs & Engagement team) to gather insights about how they think the delivery of actions in the TO Implementation Plan is tracking, what they want to see more or less of, and ideas they might have for improvement.

Collaborate with others in ReefTO to do great work relevant to your area

  • Support the Programs & Engagement team to compile, analyse and “interpret” the data gathered from Reef Traditional Owners at regional dialogue sessions as they explore the options and preferences for setting up a Sea Country Alliance.
  • Collaborate with the Comms + Creative team to analyse and present quantitative and qualitative data in meaningful ways.
  • Actively contribute to the development, implementation and continuous improvement of ReefTO’s Indigenous Cultural and Intellectual Property (ICIP) protocols, including data protection and free, prior and informed consent processes.

Who We’re Looking For:

  • At least 5-8 years’ experience directly in a monitoring, evaluation and/or impact related role.
  • Proven experience in applying monitoring and evaluation methodologies, and developing impact assessment frameworks, monitoring plans and/or evaluation strategies (preferably in environmental or community-based projects).
  • A deep understanding of Reef Traditional Owners’ aspirations, and issues relevant to their empowerment and self-determination.
  • Cultural competence – deep respect for, and ability to understand the perspectives of Reef Traditional Owners. Ideally, you’ve worked in an Aboriginal organisation before, or a government department or NFP; either way, you’re excited to work in a purpose-driven organisation and share our ambition and commitment to honouring and amplifying the voices of Reef Traditional Owners.
  • Ability to lead initiatives aligned with budget, timelines and reporting scope.
  • Strong understanding of how to use and interpret data to tell a story and engage audiences.
  • Excellent communication (written and verbal) and interpersonal skills.
  • Ability to work collaboratively with internal teams and to negotiate positive outcomes. You bring a can-do attitude, a sense of humour and bags of authenticity and empathy with you to your work.
  • A team player with a positive outlook and genuine excitement about the work of ReefTO.
