The First Peoples – State Relations Group is responsible for nation leading work in the areas of cultural rights, self-determination, treaty and truth – an extensive program of priority work with First Peoples. We recognise Victoria’s First Peoples as the self-determining drivers of Aboriginal affairs in Victoria.

About the role

The Deputy Secretary – First Peoples State Relations Group provides executive leadership and strategic direction, delivering innovative and practical solutions for emerging policy issues facing the Victorian Government. This is an exciting opportunity to be a part of progress related to First Peoples cultural rights, land justice, self-determination, treaty and truth.

Key accountabilities of the role will include:

• Providing and coordinating the provision of strategic policy analysis and advice to the Premier, Minister for Treaty and First Peoples and other Ministers supported by DPC and the Government on issues specific to the Group, including through Cabinet processes.
• Working closely with key stakeholders including the First Peoples Assembly and the Yoorrook Justice Commission, supporting Victoria’s work on truth, and advancing self-determination and Treaty.
• Coordinating, overseeing, and monitoring policy implementation, program management, major transactions and community engagement across the responsibilities of the Group.

About you

The ideal candidate will exemplify resilient leadership qualities, with the proven capability to lead the Group while executing responsibilities effectively. You will have broad stakeholder capabilities with demonstrated experience navigating community and government. It is highly desired that you will have knowledge and understanding of Aboriginal affairs policy, legislation and frameworks, including best practice in relation to treaty and truth-telling.

Selection Criteria

1. Demonstrated experience working at an executive level in a large-scale, complex organisational setting.
2. Proven experience and demonstrated capacity to identify and address emerging policy issues through high-level conceptual analysis and providing advice to senior stakeholders in a sensitive environment.
3. Demonstrated capacity to lead a range of complex projects through partnerships with people across business areas, functions and departments, including those of a whole-of- government nature, and deliver timely and high-quality outcomes.
4. Proven influencing, negotiation and relationship-management skills in an environment requiring highly developed interpersonal skills, and a proven capacity for highly effective communication with a range of government and non-government stakeholders.
5. Demonstrated effective people management to support and create the conditions for highly-functioning, productive and engaged teams.
6. Demonstrated understanding and experience working with or within government and with Aboriginal communities.
