About the organisation

The Queensland Aboriginal and Torres Strait Islander Child Protection Peak (QATSICPP) is the peak body for youth justice and child protection in Queensland. Along with its 38 member organisations and partners, QATSICPP is committed to creating positive futures for children, young people, families and communities.

Established in 2009, QATSICPP’s origins date back to the 1970s when community groups came together to address the overrepresentation of Aboriginal and Torres Strait Islander children in the child protection system. Since then, these groups have continued to formalise, advocate, and demand better outcomes for their communities, leading to QATSICPP becoming a leading voice in the sector.

QATSICPP works closely with its members, strategic partners, policymakers, practitioners, and communities to drive systemic change and ensure that Aboriginal and Torres Strait Islander children grow up strong in culture, connected to family, and supported to reach their full potential. Through its policy advocacy and program design, working alongside partners and allies, QATSICPP is driving change in youth justice that aims to change the life outcomes for children and young people engaging with the youth justice system.

About the role

The CEO reports directly to the Board of Directors and works with them to shape and implement the organisation’s vision and strategic direction. Operating with a high level of autonomy, the CEO is responsible for financial performance, income diversification, and growing investment in the Aboriginal and Torres Strait Islander child protection sector and within youth justice to improve outcomes for children, young people, and families.

The CEO drives child protection reform, including transitioning services to community-controlled organisations, delegated authority rollout, and investment reform. They also lead legislative, policy, and practice changes while advocating for initiatives that reduce youth involvement in the criminal justice system.

Additionally, the CEO leads the Centre of Excellence to enhance policy and practice through evidence-based approaches and Aboriginal and Torres Strait Islander knowledge. They represent Queensland nationally, engage in high-level advocacy, and act as an authorised media spokesperson.

Key Selection Criteria

  1. Minimum five (5) years executive and/or strategic advisory experience and a minimum of 15 years senior management level experience in business or public administration.
  2. Substantial experience in change and systems leadership, delivering on strategic system and policy reform.
  3. Demonstrated ability to build coalitions and strategic alliances, establish effective partnerships with a range of stakeholders, including a demonstrated capacity to work and liaise with federal and state ministers, high level bureaucrats and community-controlled organisations.
  4. Strong financial literacy and understanding of corporate governance and accountabilities within a complex organizational setting.
  5. Demonstrated capacity to provide strategic direction, embody organizational values, promote and initiate change, encourage new learning, and develop a distinct organizational culture.
