The Lead, Commissioning will play a key role in delivering projects to better address identified health needs across the region, including for Aboriginal and Torres Strait Islander communities. The successful candidate will also have opportunities to lead other initiatives, for example in response to situational events relevant to the region.
About Us
We are North Western Melbourne Primary Health Network (NWMPHN), Victoria's largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in our community.
What are PHNs?
PHNs have been established with two key objectives:
- Increasing the efficiency and effectiveness of services for community members, particularly those at risk of poor health outcomes
- Improving coordination of care to ensure people receive the right care in the right place, at the right time
A typical week may include:
- Leading the commissioning and procurement of activities across Service Development and Reform portfolios such as mental health, alcohol and other drugs, psychosocial services, and other initiatives as required
- Supporting planning and implementation of key change processes including, where required, changes to commissioning intentions and transition of program-specific funding e.g. as determined through needs analyses or evaluations or directions by the Commonwealth Government
- Coordinating the development and delivery of stakeholder engagement processes and capacity-building initiatives, where required such as workshops, forums, and meetings
- Working with key stakeholders to develop and support initiatives and projects that promote the health outcomes of people in North West Melbourne, including Aboriginal and Torres Strait Islander communities
- Ensuring all applicable programs and activities are delivered under any funding guidelines, contract requirements, and organisational procurement policies.
We are looking for someone who has:
- A tertiary qualification in health, social sciences, community development or related studies and/or relevant ‘on the job'/ professional skills and expertise
- Demonstrated experience managing change in a leadership capacity within complex environments
- Demonstrated experience in complex project management, including the ability to prioritise actions and negotiate successful outcomes
- Strong understanding of the general health sector or community service sector or Aboriginal health sector, and ability to apply systems thinking to drive integration and efficiency
- Capabilities in effective stakeholder engagement and relationship development, including consumers/ users of health services, health and community service providers, policy makers and others
- Well-developed communication and interpersonal skills
- High level organisational and workload management skills, self-motivated with the ability to work independently and as part of a team to achieve organisational and program specific goals
- Desirable: Awareness and understanding of the role of Aboriginal Community Controlled Organisations and demonstrated experience collaborating with Aboriginal communities.
