Live & Learn Environmental Education

Live & Learn makes a difference. We’re a small, effective network of community development offices throughout Asia and the Pacific that implement community-based development projects focused on climate resilience, nature-based solutions, inclusion, and wellbeing.

Project Background

Cambodia's Angkor Archaeological Park (including the ancient monument of Angkor Wat) was designated a World Heritage Site in 1992. The network of heritage water infrastructure provides storage and movement of surface water for environmental and livelihood benefits. The area is becoming drier with climate change. However, changes in the timing and intensity of the wet season mean both flood and droughts are currently becoming more intense and less predictable.

Restoration of the network is critical given increasing climate extremes that impact on food security and livelihoods of communities within and around the park, and compound the impacts of other disasters such as COVID-19. The Angkor Water Resilience Project aims to effectively manage water resources, reducing both floods and droughts, to enhance the resilience of communities within and around Angkor Park, while protecting ancient monuments. It includes two key areas of focus:  (i) improved water resource management, and (ii) more productive and resilient food systems.

Specific activities include:

1. lengthening of the canal to the west of the park, benefiting 3,342 households with flood and drought protection and water for irrigation
2. rehabilitating an ancient dyke 8.2 km north of the park to support groundwater recharge, reservoir recharge and the movement of water east-west away from more densely populated areas, enhancing the water systems and benefiting an additional 15,534 households
3. 34km green infrastructure including highly nutritious food trees for improved water quality and fisheries habitat, providing supplementary food for local communities, supported by two fully functioning nurseries
4. 20 new and 10 rehabilitated water monitoring wells, to help understand the relationships between groundwater, river and lake levels and surface water availability, supporting the development of water management decision-support tools
5. 3,000 of the most vulnerable households benefiting from improved climate-smart agriculture practices that address low soil fertility
6. 2,500 households benefiting from heritage crop production that addresses dry and wet season food gaps and the predominance of imported vegetables in markets
7. an eco-schools program in 16 target high schools to improve understanding about climate and water and the need for adaptation of existing farming practices in ecologically sensitive ways (benefiting an estimated 3,980 students at 40% of enrolled students)
8. a monk-led community education program aimed at providing simple messaging to communities that raises awareness on climate, water and environment and the simple ways communities can prepare for more extreme events, for all pagodas, with 16 target pagodas.

The Project Manager will undertake the following Roles and Responsibilities.

1. Project Management

1. Support work packages through Program Management System (currently Asana) in line with the Inception/Activity Design Document Report and all revisions to the program design.
2. Support with the development and implementation of project workplans.
3. Actively track and document activity progress through Program Management Systems tools (including Asana, mWater) and reports from Project Team to provide quality quarterly and annual reports to donor.
4. Ensure that Live & Learn approaches and tools are embedded into implementation approaches.
5. Manage the coordination of allocated in-country activities and operations relating to the Food Program.
6. Apply adaptive management approaches for activities as new information becomes available and lessons are learned from implementation on the ground.
7. Identify and appropriately escalate issues to the Governance Group and Technical Committee in a timely way, so they can be effectively resolved and their impact on the Program and stakeholders is minimised.
8. Monitor and mitigate the Activities identified as risks and keep risk registers up-to-date.
9. Manage and maintain your management assets in accordance with contractual requirements and Live & Learn policies.
10. Support of procurement processes to ensure policy and contract requirements are met in all procurement. Support APSARA on establishing and negotiating contracts and tenders with potential suppliers, contractors and implementation partners.

2. Stakeholder Management

1. Support partnership arrangements with local Live & Learn offices, including escalation of risks and
2. emerging issues as necessary.
3. Maintain good working relationships with appropriate external sector stakeholders.
4. Support plans on how and when to involve the activity’s stakeholders in the Program implementation are carried out.
5. Use constructive dialogue to mitigate any conflict or communication problems with stakeholders that arise.

3. Technical Oversight

1. Support as required with advisors for technical research/support/advice on agricultural solutions, indigenous knowledge, climate resilience and related fields aligned to the Program.
2. Support collaboration with Knowledge & Learning unit to develop program-related tools.
3. Identify technical support required from implementation teams to improve program outcomes.
4. Support advisors to produce technical briefing notes whenever requested.

4. Monitoring and Reporting

1. Support processes and tools to monitor activities against the MEL framework.
2. Support Program GEDSI focal point to actively track and report on the achievement of GEDSI indicators in assigned countries, as required.
3. Monitor country team activities and ensure adherence to workplans and outputs are communicated.
4. Liaise with Program Finance Team to provide feedback and understanding of Program budgets and expenditure to assigned countries.
5. Prepare and deliver Program briefing notes whenever requested.
6. Support the preparation of reports in line with contractual agreement.

5. Compliance

1. Support the application of Live & Learn Network’s Policies & Procedures including on Environment, Health and Safety, Integrity, Fraud Management, Safeguarding and Child Protection Policies across the Program, as documented in our Good Practice Manual.
2. Direct oversight of implementation and monitoring of Safeguarding Strategy

YOU ARE PERFECT FOR THIS ROLE IF:

1. You are committed to localising development and ‘doing development differently’. You are innovative, cross-disciplinary and are committed to keeping up to date with new ways of working.
2. You are comfortable working in the context of rapid change and can adapt to emerging challenges of program implementation.
3. You show leadership and initiative, can manage complex workloads independently, but are also collaborative and a rapport builder.
4. Your communication skills and experience with digital tools allow you to work with others, even though they may not be in the same office as you.
5. You have four or more years of experience working in the development sector on the implementation of projects in the ASEAN Region and are familiar with the cultural contexts of asian countries. 
6. You have previously been responsible for reporting, work planning, budgeting and monitoring and evaluation.
7. You understand principles of community development practice, and you demonstrate an understanding of climate change adaptation and/or nature-based solutions.

The position is full-time and needs to be based in Siem Reap, Cambodia, on a 2-year contract, with the potential to renew based on performance. The role requires a police check, and a Working with Children check, as well as a COVID-19 vaccination. Willingness to relocate in Cambodia is a necessity.
