Live & Learn makes a difference. We’re a small, effective network of community development offices throughout Asia and the Pacific that implement community-based development projects focused on climate resilience, nature-based solutions, inclusion and wellbeing.

Role and Responsibilities

  • Technical oversight of participatory development, and implementation of project MEL plans for FoVEP, CRxN and AFF projects to achieve the following:
    • Integration of qualitative and quantitative indicators and approaches and meet international standards and capacity of field staff.
    • Project-wide mechanisms that are easy for field staff to use to measure and document progress on indicators and achievement of targets, lessons learned and best practices, and dissemination of results.
    • Design and coordination of baseline and studies using tools that are fit-for-purpose and appropriate to capacity of field staff
    • Monitoring of progress toward project achievement of results, outcomes and activities to advise management on significant issues with the timely adjustment of project activities required.
    • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team
  • Develop a MEL strategy and implementation plan to guide the incremental establishment of organisation level MEL systems for Live & Learn that will:
    • reflect strategic priorities and demonstrate program quality and impact.
    • propose opportunities for research to inform future program development

Knowledge and Experience

  • Proven experience in designing simple and effective monitoring, evaluation and learning systems, tools and processes in an international development/humanitarian environment, Pacific experience highly useful.
  • Strong track record of developing and implementing strategic MEL tools and frameworks for comparable programmes.
  • Experience of providing leadership, support and guidance on MEL across development projects at the level of Live & Learn projects
  • Proven ability to prepare clear, concise reports with graphics; extraordinary attention to detail.
  • Demonstrated knowledge about gender and development, and demonstrated proficiency in M&E programs that mainstream gender.
  • Proficiency and or experience in monitoring and evaluation digital data capturing and analysis systems.

Work Knowledge:

A tertiary qualification in a relevant area. Understanding of the cultural context of Pacific. Understanding of sustainable development and community development. Understanding of evaluation policies, processes and best practice as it applies to international development. Understanding of sound development principles and development practice. Understanding of gender, human rights and environmental issues and their application in developing countries. Knowledge of gender analysis.

Research/Analysis:

Excellent rigorous analytical skills. Demonstrated ability to undertake forward-looking planning. Impact analysis and evaluation skills.

Teamwork:

A willing, inclusive and respectful team player able to contribute effectively to and lead teams. Ability to work with consensus decision-making.

Has a high level of professionalism and leadership capacity to provide within the team and to external partners. Able to identify important trends and issues and influence strategies in line with sound analysis.

A high standard of written and oral skills including the ability to present and effectively debate complex issues. Excellent listening skills. Able to adjust personal style to meet receivers’ needs. Good facilitation skills.

Can identify issues that are likely to be sensitive and develop appropriate responses based on sound judgement. Has the ability to manage through crisis situations in a calm and confident way. Excellent problem identification and analysis skills and sound judgement at a program level.

Interpersonal:

Able to develop professional relationships of trust and confidence. Able to negotiate and consult effectively. Able to develop equitable partnerships. Able to work effectively in a cross-cultural environment.

Strategy:

Able to undertake strategic analysis and planning which is holistic and cohesive and to formulate advice at an agency and program level.

Other:

Must be able to obtain Police Check and Working with Children’s clearance. Must have computer competency. Must be able to travel periodically to the Pacific.
