The Victorian Government established the Labour Hire Authority (LHA) to introduce a licensing system to regulate the provision of labour hire services across Victoria. LHA undertakes a range of licensing, compliance and enforcement activities, maintains public registers and conducts research and education in accordance with the Labour Hire Licensing Act 2018 (Vic) (Act).

Reporting to a Manager, the Principal Compliance Officer (PCO) will lead a small team to deliver LHA's Compliance Program. This program focusses on high-risk industries and harms and provides for a range of compliance treatments including education; licensing action such as the imposition of conditions or refusal, suspension and cancellation of licences; and prosecution.
The daily working life of our PCOs is challenging, varied and rewarding. It will involve providing expert advice, guidance and direction to compliance officers conducting complex investigations, field inspections and operations to identify and respond to non-compliance with the LHL Act, including legal obligations under workplace, taxation, superannuation and health and safety laws. The PCO will support officers to gather evidence, draft reports and make sound recommendations in relation to licensing decisions or enforcement action that are consistent with LHA’s strategic objectives. Each of our PCOs also leads the delivery of a program/s of work, targeting a high-risk industry or harm. This involves building and sharing subject matter expertise, developing strategies to respond to harms and shift behaviour, and collaborating with industry, other regulators and law enforcement.
The PCO will display extensive relevant experience in investigations, compliance and enforcement, preferably in a regulatory environment; excellent communication, project management, legal and analytical skills; be passionate about leading compliance and enforcement activities and developing people; and showcase influencing skills when engaging with and educating stakeholders.
Officers are supported with a strong induction program, formal learning and development opportunities (including relevant areas of law or skill-based training), and on-the-job coaching.
