The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services.

LHA licenses labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.

Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses.

Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.

About the role

Reporting to the Director of the Authority’s Intelligence, Compliance and Enforcement Division (Division), the Manager, Intelligence, Compliance and Enforcement will be part of a leadership team responsible for implementing LHA’s Compliance and Enforcement Policy and Compliance Program and developing a range of appropriate compliance procedures. This role will be pivotal in working with and providing support to the Director to achieve LHA’s strategic goals and to realise its mission to protect labour hire workers in Victoria from exploitation. Central to this role will be the development of technical capability of teams delivering the Compliance Program and supporting other LHA-wide initiatives aimed at creating and maintaining a fair and lawful labour hire industry.

The daily working life of our managers is challenging, varied and rewarding. It involves determining the priority and resourcing for new complaints on the basis of risk and available intelligence, with a focus on addressing those practices and risks that cause the greatest harm to Victorian workers and the community. The manager is responsible for providing technical and strategic advice on legal obligations, investigation methodology or compliance outcomes to influence providers who are willing and able to comply towards compliance, and remove egregious providers from the industry.

It also involves reviewing complex draft reports, notices or briefs; coaching and directing leaders and compliance officers and building capability across the team; conducting workforce planning and recruitment; collaborating with other regulators or law enforcement to share information and deliver compliance outcomes; working with our Legal Team to deliver enforcement outcomes; and contributing to continuous improvement initiatives or LHA-wide projects.
