The Labour Hire Authority (LHA) protects Victorian workers from exploitation and improves transparency and integrity in the labour hire industry by regulating businesses that provide or use labour hire services. LHA licences labour hire providers, monitors and enforces compliance, and supports providers, hosts and workers to understand and comply with their legal obligations.
Established to administer the Labour Hire Licensing Act 2018 (Vic) (LHL Act), LHA is an independent agency whose work is wholly funded by licence fees from labour hire businesses. Since 2019, LHA has expanded its program of industry engagement, compliance and enforcement, growing its small and dedicated team to around 120 staff and establishing a strong track record.
LHA employees are offered hybrid and flexible working arrangements in accordance with Victorian Public Service and LHA policies.
The Assistant Compliance Officer (Investigator) (ACO) is responsible for supporting more senior officers to conduct compliance and enforcement activities as part of LHA’s Compliance Program. This program focusses on high-risk industries and harms and provides for a range of compliance treatments including education, licensing action such as the imposition of conditions, suspension and cancellation of licences, and prosecution.
The daily working life of an ACO is rewarding and varied. It may involve working in a team to conduct desk-based analysis of complex business, employment and financial records and assisting to conduct interviews with applicants or licence holders. The ACO may assist in conducting field inspections and speaking with workers, providers and hosts; and assisting with the preparation of complex correspondence and reports recommending compliance or enforcement action.
Officers investigate compliance with a broad range of legal obligations, including labour hire, taxation, superannuation, workplace, migration, accommodation and occupational health and safety laws.
Officers are supported with a comprehensive induction program, formal learning and development opportunities (including relevant areas of law or skill-based training), and on-the-job coaching.
