Karla Kuliny Aboriginal Corporation, situated on Noongar country, is an Aboriginal Community Controlled Organisation dedicated to promoting positive change in the support and service delivery for Aboriginal children, young people, families, and communities. Founded by Glenda Kickett, an Indigenous Social Worker with over 30 years of experience, Karla Kuliny brings a culturally strong, child-focused, and trauma-informed approach to addressing the multifaceted challenges faced by First Nations children, young people, and families, particularly in the realms of child protection, out-of-home care, and youth justice.

Karla Kuliny emphasises the importance of culture in well-being and is acutely aware of the systemic gaps in current responses to intergenerational trauma. Karla Kuliny's services extend to providing out-of-home care for foster children in Perth Metro and the Off and Racing Youth Service program, actively participating in transformative initiatives for family support and youth wellbeing.

About the Role:

As the Program Manager at Karla Kuliny, you play a crucial role in overseeing and managing the foster care program, ensuring the well-being and stability of children and young people in our care. You will lead program development, manage staff, ensure regulatory compliance, and deliver high-quality care, aligning with our commitment to fostering a compassionate community of foster carers. Additionally, the role involves managing an after-hours on-call component, reflecting the continuous, 24/7 nature of the care we provide. This after-hours component will be shared among senior staff on a rotating roster to ensure comprehensive coverage.

About You/Key Selection Criteria

To excel in this role, you should possess:

  • An appropriate qualification and/or relevant experience such as Social Work or Psychology.
  • Comprehensive knowledge and understanding of Aboriginal and Torres Strait Islander histories, cultures, and lived experiences.
  • Strong knowledge of end-to-end contemporary recruitment practices.
  • Experience in the out-of-home care, welfare, social, or community services sectors.
  • Ability to create customised media and marketing activities for Foster Care recruitment requirements.
  • Training and assessment skills, including presentation and facilitation.
  • A collaborative approach, building strong relationships with diverse stakeholders.
  • High professional and personal ethics, ensuring privacy and confidentiality rights.
  • Excellent attention to detail and the ability to work well under pressure.
  • Strong written and verbal communication skills
  • Exceptional organisational and time management skills, fostering both independent and collaborative work within a team structure.
  • Current driver's licence and Working with Children Check or willingness to obtain.
  • Personal values consistent with the values of the organisation.
