The Corporation – Pila Nguru
Pila Nguru (Aboriginal Corporation) RNTBC (Pila Nguru) is a community-driven, self-funding, not-for-profit corporation and is incorporated through the Corporations (Aboriginal & Torres Strait Islander) Act 2006. Our members and staff are committed to involving the community in decisions that affect their lives and their land.
Located in Tjuntjuntjara, in the Great Victoria Desert of Western Australia, Pila Nguru is the Prescribed Body Corporate (PBC) of the Spinifex and Untiri Pulka Native Title Determinations – a combined area of around 8 million hectares.
Tjuntjuntjara is situated within the Spinifex Native Title Determination Area – the first consent determination of Native Title in Western Australia, made in 2000, following the commencement of of the Native Title Act 1993.
In 2021, the Untiri Pulka Native Title holders joined with Spinifex in nominating Pila Nguruto hold their native title rights and interests on trust on their behalf.
Pila Nguru supports the Spinifex and Untiri Pulka People's aspirations to articulate their continuing connection and obligations to culture, country, and communities in many ways, including the Spinifex Land Management and Ranger Programs.
As a Registered Native Title Body Corporate, Pila Nguru is responsible for delivering core governance and operational activities, fulfilling obligations under heritage protection and land use agreements, implementing programs for the betterment of Spinifex and Untiri Pulka Native Title Holders, and protecting and preserving land and heritage for the Spinifex People.

The Role
The General Manager oversees all Pila Nguru programs, operations, and staff and works with Pila Nguru Board of Director’s to set the strategic direction of the corporation. The position is also responsible for implementing the Board’s vision and ensuring strategic goals are met, and ensuring compliance with relevant legislation and legislative mechanisms, including:
- the Native Title Act 1993 (Cth)
- the Corporation (Aboriginal & Torres Strait Islander) Act 2006 (Cth)
- the Native Title (Prescribed Bodies Corporate) Regulations 1999 (Cth)
Key Responsibilities
- Manage the daily and corporate operations of the corporation.
- Support the Board of Directors to maintain effective corporate governance and drive the strategic vision of the corporation.
- Develop and manage programs aimed at realising the Board’s strategic vision.
- Act as the corporate secretary of the corporation.
- Ensure compliance with the Office of the Registrar of Indigenous Corporations (ORIC) reporting and other requirements.
- Manage Program Coordinators and support them to successfully deliver the objectives of their respective roles.
- Oversee development and maintenance of Pila Nguru infrastructure.
- Develop and manage all program budgets and ensure effective, culturally appropriate budget reporting to the Board of Director’s
- Manage the corporation’s human resources
- Liaise with partners, funding bodies and other stakeholders as required.
- Guide development of Spinifex Cultural Awareness products
- At the direction of the Board, support Paupiyala Tjarutja Aboriginal Corporation (PTAC) in the culturally safe running of Tjuntjuntjara community and associated services.
- Based on an independent review, work with PTAC to develop and implement a Memorandum of Understanding between Pila Nguru and PTAC to outline the roles and responsibilities of each organisation.
Benefits
- 5 weeks annual leave plus paid shut down between Christmas to New Year for Kalgoorlie or Perth based General Manager, or
- 6 weeks annual leave plus paid shut down between Christmas to New Year and two weeks leave for every 8 weeks worked remotely, for Tjuntjuntjara based General Manager
- $160,000 per annum, depending on experience and qualifications, for Kalgoorlie or Perth based General Manager, or
- $160,000 - $170,000 pa, depending on experience and qualifications, for Tjuntjuntjara based General Manager

Selection Criteria
- Demonstrated experience building relationships and trust with an Indigenous community
- Experience managing an Indigenous Corporation at executive level
- Knowledge and application of WA and Commonwealth legislation in relation to Aboriginal Cultural Heritage Management, Native Title, the environment, and the administration of Indigenous corporations
- Experience applying for funding and overseeing the implementation of projects
- Demonstrated experience in financial and human resource management
- Excellent communication skills and the ability to prepare reports, briefing papers, correspondence, submissions and advice, and lead communications in Board and other high-level meetings
- Demonstrated skills to build and maintain relationships with external stakeholders such as Shires, State and Federal government, resource companies and other Aboriginal corporations
- Experience leading, inspiring and mentoring a team of high achieving staff
- Demonstrated relationship building skills and the ability to manage conflict
- Class C Driver’s Licence.
