This role leads the design, delivery, and coordination of the impact and evaluation work for a major regional collaboration addressing housing justice in Victoria.

Our client Barwon Community Legal Service is a community legal centre that provides free legal information, advice, and casework to members of the local community, with a culture of supportiveness, positive change, integrity and empathy. The successful applicant will have demonstrated experience in monitoring and evaluation, a strong commitment to equity, and the ability to work collaboratively across diverse partners. Please note that this is a fixed-term position ending in March 2027.

What you will do:

You will lead the impact and evaluation life cycle of the Collaborate for Change: Advancing Housing Justice in Regional Victoria project, working closely with six regional community legal centres. This includes developing and embedding an evaluation framework, building capacity among partners, collecting and analysing data, and supporting evidence-informed strategy and advocacy. You’ll also contribute to broader monitoring and evaluation work within BCLS.

This role is responsible for:

  • Designing and implementing a fit-for-purpose evaluation framework for the Housing Justice project.
  • Developing ethical, inclusive data collection tools and processes.
  • Building evaluation capacity across project teams and BCLS staff.
  • Analysing data to generate actionable insights and support continuous improvement.
  • Contributing to impact reporting, including the final project report and housing summit.

To be successful in this role you will be:

  • Experienced in developing and leading monitoring, evaluation learning (MEL) frameworks in community or social justice contexts.
  • Skilled in qualitative and quantitative data collection and analysis.
  • A strong communicator with the ability to present complex insights clearly.
  • Committed to equity, justice, and community-led approaches.
  • Comfortable working across multiple stakeholders, balancing collaboration and independence.

What we are looking for:

  • Demonstrated understanding of systems thinking in social change or service design.
  • Experience working with or alongside people with lived experience.
  • Capacity to build a learning culture and foster reflective practice.
  • High levels of initiative, adaptability, and strategic thinking.
  • Qualifications or equivalent experience in evaluation, social sciences, or public policy.
