About the Role:

Cockatoo Island falls within the Native Title determination for which Dambimangari Aboriginal Corporation (DAC) is responsible. There are two commercial operations on the island which proceed with the support of DAC through ILUAs – Cockatoo Island Mining and Crestlink.

As the ILUA Administrator, you’ll be responsible for the day-to-day administration of ILUAs between DAC, Crestlink Pty Ltd and Cockatoo Island Mining Pty Ltd. Your work will support Traditional Owner employment, training, business development, and cultural heritage on the island. This is a relationship-focused role requiring high-level communication, organisational, and stakeholder engagement skills. You’ll play a key part in ensuring the ILUAs are implemented successfully and in the best interests of the Dambimangari people. We are the Traditional Owners of the land and waters along the north-west Kimberley coastline, extending from the Robinson River, just north of Derby to the Prince Regent River in the far north of the Kimberley region in WA. About the Corporation:

Dambimangari Aboriginal Corporation (DAC) provides a unique opportunity to work closely with Aboriginal people in one of the most remote and spectacular regions of the Kimberley. DAC is a small Aboriginal Corporation dedicated to the benefit of our members, Dambimangari Traditional Owners. DAC is the governing body for all Dambimangari business on behalf of our members, and in line with traditional Law and Culture. We employ more than 30 staff, the majority of whom are Traditional Owners. The Corporation’s key functions include:

• Managing Native Title including engaging with mining, tourism and other access and development proposals.
• Members Services such as health and education.
• Land and sea management (Indigenous Protected Area, Ranger Program & Jointly Managed Marine Park).
• Cultural heritage management.
• Economic development.
• Visitor management.
• Cultural programs.
• Remote infrastructure.
• Corporate Services including finance, administration and payroll.

Duties Will Include:

• Manage and ensure compliance with the terms and conditions of each of the ILUAs, identifying and assessing any associated risks.
• Provide comprehensive administrative and logistical support to each of the ILUAs management committees, including organising meetings, preparing and distributing documentation, recording minutes of meetings, and maintaining consistent communication to ensure all members and stakeholders are informed and engaged.
• Coordinate and maintain the Aboriginal heritage surveys and organise site visits on CI. Prepare and present biannual reports on financials, HSE, and operational matters.
• Develop strategic business plans for DAC to identify and support business, training, and employment opportunities on Cockatoo Island for traditional owners.

• In collaboration with Crestlink and Cockatoo Island Mining, coordinate cultural awareness training for people working on CI for more than 14 days, and report to DAC.

Selection Criteria:

• Degree or postgraduate qualifications in Human Resources, Community Development, Business Management, Mining or related field (desirable).
• Experience working with Aboriginal people and communities in a culturally appropriate manner
• Strong stakeholder engagement and project management experience
• Excellent verbal and written communication skills
• High-level organisational and administrative abilities
• Knowledge of the Native Title Act, Mining Act, and other relevant legislation
• Ability to work independently and manage multiple priorities
• C-class driver’s licence, WWCC, and National Police Clearance (or willingness to obtain)
• Experience in the mining or environmental management sectors (desirable)
• Background in Aboriginal corporate governance or senior management (desirable)
