The Human Rights Division is one of five divisions within VCAT. Members in the Human Rights Division decide matters relating to guardianship and administration, powers of attorney, medical treatment, equal opportunity, racial and religious vilification, health and privacy information, voluntary assisted dying, supervised treatment orders, and review of decisions made by the Mental Health Tribunal.

The Intake & Liaison Officer investigates, gathers and collates information about VCAT users who are the subject of an application to the Human Rights Division (Guardianship List). This information includes the VCAT users will and preferences (what’s important to the person), and information about the necessary support required for the individual to be able to participate in the Hearing.

The Intake & Liaison Officer must have the ability to communicate with people with a disability whose decision-making capacity may be affected, as well as with a wide range of other stakeholders. Some travel may be required to either the VCAT user’s home environment, in hospital or supported accommodation setting. The Intake & Liaison Officer may also be required to attend Hearings.

We are looking for a well organised individual who has had a career to date working with vulnerable persons in the community and /or persons with disabilities. Being able to confidently communicate, in order to reach positive outcomes has always been a high priority to you, and you have been able to achieve this to date. You have a superior understanding of what is considered fair and reasonable and can apply such judgement in your work. You may be required to manage difficult conversations in which there may be conflict between stakeholders. For this reason, you have a suite of skills that you can rely on to articulate clearly and respectfully to all parties. 

You have some experience or exposure that has led you to understand and/or apply the various Acts that support the rights of people in vulnerable positions, ie the Guardianship and Administration Act 2019, Medical Treatment Planning and Decisions Act 2016, Powers of Attorney Act 2014 and other relevant legislation.
